MONTEREY BOARD OF HEALTH MEETING MINUTES
Date: May 1, 2006
Present: Stephen Enoch, Melissa Noe (clerk), Peter Kolodziej, & John Makuc
Also in attendance: Roman Montano, Maggie Lawrence
The meeting began at 3:45pm
· Approved minutes as written from 4/24/06
· Reviewed mail
· Roman Montano from Bohlen Reis Builders representing the Lippes and their pool house came to speak with the board about a bathroom they are adding and they’d like to know if this is feasible. Copies of the original septic design were provided and reviewed. It was suggested that they tie into the tank and have an engineer determine what it would take to add on for that additional bedroom. For now they are going to put a pipe in and will return with new plans to the board. An existing floor plan will need to be provided.
· Maggie Leonard, Chair of the Planning Board came to discuss the memo sent last week regarding retaining walls. The Planning Board would like to amend the bylaws regarding retaining walls and as stated it wouldn’t go before the ZBA if the Board of Health approved a retaining wall and the Board of Health wanted to make sure it is understood that they do not approve retaining walls and feel this should still refer back to the ZBA when necessary. The Planning Board is proposing that if the Board of Health determines that this is the only place a retaining wall can go then they would not have to get a special permit. Town Counsel is going to be
brought into the conversation with all the questions and potential situations that were raised.
· Spoke with Peter Kolodziej about interior climate degree ranges regarding this building and the heat that doesn’t work properly. Peter suggested I call someone from the Department of Labor and Industry.
· Revised Septic Plans for Sweeney at 6 Bidwell Rd were reviewed. There was a previous concern that they were too close to the lake. This will be reviewed again at our next meeting after Peter attends a training on these systems tomorrow.
· Reviewed plans for a Septic System for John Wilson at 20 Norwalk Acres Rd. This previously failed title 5.
· Reviewed letter from Berkshire Engineering regarding a request for an amendment to tight tank design for Camp residence at 72 Tyringham Rd.
· Reviewed septic plans for Judith Greenwald on Point Rd. and approved them.
· A memo will be drafted and sent to the Select Board to appoint Nora Hayes as the Animal Control Officer with her start date being the day she’s sworn in.
· The procedure to dispose of rabid animals that the Animal Control Officer and Highway Department will follow were discussed and it was decided that it’s ok to throw it in the compactor if it’s small roadkill, if it's a dog or cat or small domestic animal the Master Garbologist will need to be notified to give them a head's up so when the truck gets scanned they'll know ahead of time that this is in there
The meeting adjourned at 5:15pm.
