MONTEREY BOARD OF HEALTH MEETING MINUTES
Date: September 18, 2006
Present: John Makuc, Peter Kolodziej, Stephen Enoch and Robert Annelli
The meeting began at 3:46pm

· Bob McMahon, Architect and Marshall White of White Engineering along with Ron Rothschild came in to question the letter from the BOH written to the ZBA regarding a special permit application. Mr. McMahon looked up the definition of a bedroom and feels that the room in question does not meet the criteria of a bedroom according to Title 5, as it doesn’t have privacy due to the half walls. The board clarified that the room marked as a “study” is the room that fits the criteria of a bedroom. The existing system’s design plan was reviewed and the applicant suggested putting a deed restriction for that room so that a septic upgrade
would not be necessary if that room is still viewed as a potential bedroom. A new letter will be written to the ZBA requiring a deed restriction.
· Marshall White of White Engineering, Paul Clark, Architect and Judy and Paul Kamenstein, owners, came in to review plans for a septic and a well permit at 18 Woodland Drive. P. Kolodziej stated that enough perc tests were not performed in the primary or reserve areas and because this is new construction, you need to have 2 test pits and a perc on each site according to the state. Peter also stated that under current regulations you need to go through DEP to install a septic on someone else’s property. The additional test pits/percs will be done and new plans will be submitted.
· A resident questioned 2 abandoned cars on the Scherer property that have to have been there for 20 years or more. They were referred to the Police Department to review the town’s bylaws.
· The water company water results were discussed and there isn’t anything that the board needs to do at this moment.
· A letter needs to be sent to the Monterey General Store and the Roadside Store informing them of the 1st offense fee of $100.00 for selling cigarettes to minors.
· Amy Carey from the BCBOHA will be here next week to discuss emergency planning.
· Monterey resident, K. Weiner called to inquire about rabies procedures on a potential bite, a BOH member called her back and advised.
