MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  August 7, 2006

Present:  John Makuc, Nora Hayes, ACO, Peter Kolodziej, Stephen Enoch and Robert Annelli

The meeting began at 3:41pm

·       Approved minutes as written from 7/31/06
·       Reviewed mail
·       Signed letter to be sent to Joan Roland denying a beaver conflict resolution permit
·       Mike Parsons, representative for Pearl Realty Trust (Principal is Shaun Tucker).  He purchased land across from Blue Heron Landing, Hebert’s old property.  Some of the lots are non-conforming.   Mike is looking for 2 well permits on two of the lots and a septic permit on one of the lots.  A list in chronological order will be provided to Don Torrico to show that these are pre-existing non-conforming lots.  He also presented an application for a septic tank for the Leavy’s on Beartown Mtn Rd.
·       Nora Hayes, ACO/Dog Officer updated the board on the following:
o       She will make another appointment with B. Swann to be sworn in as the ACO/Dog Officer and wants to be sure that this situation will be handled since citations are being written regularly
o       Nora presented a copy of the log she’s keeping.
o       She asked if she could be put first on the meeting agendas
o       Nora received another visit from Keswick about the bear issue and it’s repeated sightings at the garbage cans.  She called Matt Kinnaman, Director of Keswick and repeated the urgency of fencing in the dumpster.  The camp has not done anything that the board suggested at last week’s meeting to try to eliminate the bear.  The board advised Nora that she should inform them that the bear issue is outside of her jurisdiction and refer them to a PAC.
o       Gould Farm and feral cats:  At this point Stephen Enoch and John Makuc recused themselves from the meeting due to a conflict of interest.  There is a family of feral cats on the farm that the residents are touching and bringing them in their rooms.  DPH in Boston said that all of the cats either need to be caught and destroyed or caught and immunized.  Peter K suggested that she contact Cindy Belair in Lee.
o       A dog owned by K. Roberts bit the UPS driver, her insurance will not allow the dog back on her farm, she is delivering it in person to a family in OH.  Nora wanted to know if she could issue an out of state quarantine, Peter suggested she call Mike Cahill and let it be his call.
·       Complaint regarding a bear at Camp Half Moon because they are not closing their garbage cans.  A note will be sent to the Camp regarding the complaint and asking them to please secure their dumpsters.
·       The board reviewed the letter from Bohlen Reis regarding the pool house being built at 370 Main Rd.  They are requesting a signature from the Board of Health for the Building Inspector.  The board will sign it with a note that an application will need to be submitted to the board of health for a septic repair permit prior to occupancy to show the connection from the pool house to the tank.
·       Ken Basler, owner of the General Store still needs to come in to discuss his recent Food Establishment Inspection Report and to apply for his Board of Health permits for this calendar year.  A concern was raised with the amount of people that attend the Thursday night music events, the Fire Chief and Building Inspector will be made aware.  A question was also raised if 2 handicap bathrooms are necessary because of the events being held there.
