MONTEREY BOARD OF HEALTH MEETING MINUTES
Date: May 15, 2006
Present: Stephen Enoch, Melissa Noe (clerk), Nora Hayes, Animal Control Officer, Robert Annelli & John Makuc

The meeting began at 3:45pm

· Reviewed mail
· Marshall White from White Engineering, a representative for the Kamenstein residence came to show the rough area for the primary and reserve areas. They are proposing to use a jet bat system and will run these plans by Peter Kolodziej, Health Agent for Monterey. The Board is going to set up a joint visit on June 5th at 5pm unless Peter Kolodziej is able to meet sooner.
· Congratulations were offered to Stephen Enoch for winning his seat on the Board for another term.
· The Board reviewed the final drafts of the Animal Control Officer and Inspector of Animals job descriptions.
· The Board also reviewed the standard operating procedure for responding to animal calls. All calls are to go through police dispatch (528-3211) where an officer will respond to the call and will assess the situation, dispatch will also notify Nora at the same time and she will meet the police there. If it’s a suspected rabid animal, the police will shoot it and then Nora Hayes, Animal Control Officer will dispose of it. If it is a nuisance animal on private property and does not appear to be rabid, the property owner will be directed to the phone book to contact and hire a Private Nuisance Animal Contractor to remove the animal at their own
expense or they can wait the animal out. Any animals that need to be quarantined, Robert Annelli, the Inspector of Animals will be called to handle. The Board is looking into an option of having a refrigerator to store the animal in until we are sure that no one was exposed to it and that it doesn’t need to be tested. The Select Board will be asked about a space for the fridge. Animals will be triple bagged, handled with gloves and goggles if they are suspected to be rabid. A meeting will be set up with Chief Backhaus to go over these protocols.
· Nora would like to do a monthly educational column for the monthly Monterey News and the board applauded it. She will keep a log of all calls and she will try to attend regular meetings.
