BOARD OF HEALTH MEETING MINUTES

Date:  April 3, 2006

Present:  Stephen Enoch, Melissa Noe (clerk), Peter Kolodziej, & John Makuc

Also in attendance: Chief Backhaus, Stefan Grotz, Randy Leonard

The meeting began at 3:30pm

·       Approved minutes as written from 3/20/06
·       Set next meeting date for 4/24/06 as next regularly scheduled date falls on a holiday.
·       Chief Backhaus was asked about his opinions on the ACO position and how involved the Police Department is willing to be.  He asked that clear procedures/protocols be written and distributed for things like animal pick up and disposal, etc.
·       Stephen and john discussed the highlights of the avian flu seminar they attended.
·       Plans were reviewed for the Camp well permit and the permit will be issued.
·       Plans were reviewed for Brook Walsh’s septic replacement application.  The Board approved the application and plans.  The permit will be issued once a licensed installer has been chosen and comes in and signs the application.
·       Stefan Grotz came in to discuss the Fried/Greenwald property.  The engineer needs to submit the design plans.
·       The camp inspection process was discussed with regards to the Building Inspector’s recent request and letter from the Select Board and Peter informed us that the Board of Health’s inspections need to occur after the camp has opened and is in progress whereas the building inspector’s needs to be prior to the camp opening for business.
·       At the highway department’s request, septic and well permit applications will now be given to the Highway Department to review and approve prior to a permit being issued but after the Board of Health has approved the plans
·       Randy Leonard came by to discuss the bylaw requiring a liner on certain septic installations.  The board instructed him to write a letter requesting a variance with his proposal for a substitute for the liner.
·       The board discussed modifying/amending the above mentioned bylaw.
·       The board discussed options for disposal of animals.  The board discussed the option of placing small animals in a bag and in the compactor once the idea is run by the Highway Superintendent.  Ideally if you have a site to bury them that’s the best option.  If an animal is shot because of suspected rabies can be double bagged (if dog size or smaller) and put in the dumpster.  The Master Garbologist will be contacted to find out if this is ok or not.
