BOARD OF HEALTH MEETING MINUTES
Date: August 15, 2005
Members Present: Stephen Enoch, Peter Kolodziej, John Makuc, Melissa Noe (clerk), Robert Annelli
Also present: Michael O’Connor, Mark Amstead, Mike Parsons of Kelly, Granger and Parsons
The meeting began at 3:42pm
I. Mike Parsons of Kelly, Granger & Parsons met with the Board to discuss a perc test performed on Mt Hunger Rd. and a well that was found during this test. Mike would like to know if he can use the perc performed since there is no current regulation stating that you can’t put a septic within 150ft of an existing well. The Board agreed that this current perc in question could be used as the reserve and if another perc can’t be found then this will be used as the primary.
II. Michael O’Connor came in to discuss the Chapter 2 housing inspection letter he received from Peter K and the board. Michael wanted to know what steps he needed to take next to comply with the letter. Peter informed him the tests/steps to take regarding the lead paint.
III. Mark Amstead met with the board to discuss an application for a construction of a well on Hupi Rd., the property had a small fuel contamination a few years ago, which has been taken care of. Last weekend his shallow well went dry. There are questions about a possible failing Title V that was performed prior to Mark’s purchase that cannot be found. An emergency Well Permit was approved by the Board and issued. Mark also had questions regarding the Cathcart property for the Board.
IV. The Leavitt letter to the ZBA for DEP was reviewed and signed. Will be sent to White Engineering.
V. The NACCHO profile was discussed and the Board is not going to fill out the information that they are requesting at this time.
VI. Letter to BCBOHA for the digital camera the Board is to receive from points accrued with the BCBOHA was reviewed and edited.
VII. Ahye revised plans were reviewed and there are questions on it and a call was put into White Engineering by Peter K.
VIII. Kyle Pierce’s plans submitted were reviewed. An application for the septic replacement is still needed.
IX. 8/1/05 minutes were reviewed and changes were made and approved.
X. Howitt application for a septic permit was reviewed and approved, permit will be issued.
XI. Garfinkle application for septic permit was reviewed and the septic installer’s permit is still needed with applicable fee. The application for the well permit was also reviewed. A call is going to be made to Mike Parsons regarding the perc results of the adjacent lots. No permit will be issued as of right now.
XII. Next scheduled meeting falls on a holiday (9/5/05) the meeting will be postponed to 9/12/05.
XIII. The agenda for tonight’s All Boards meeting was reviewed.
