CONSERVATION COMMISSION

Present: Claudia Crane, Mark Little and Rebecca Wolin
The meeting convened at 6:00p.m.
Bernard – 10 NW Cove – NOI #230-0287 – reconstruct a single family home and associated site improvements, install dock (M. Little is the project manager)
This hearing was reopened (continued from July). Sarah Gapinski of SK Design was present to review the project. New Natural Heritage maps and a revised plan were submitted. The Commission will have a condition for periodic site visits to check progress. The Commission approved the project as submitted but did not sign the paperwork; this will be done at next month’s meeting.
Simon – 30 Sylvan Rd – RDA – Remove trees from back of house to lake line (D. Stucker is the project manager)
The homeowner was present to review the project. The project was approved as a N3 with a condition to follow the map for revised removal plan from the Conservation Commission. All stumps are to remain.
Padalino – 10 Phelps Rd – RDA - to demo existing living room, deck to south and corner of bldg. and construct new entry, study and bathroom within same footprint and construct a new screened porch within same footprint of existing deck (R. Wolin is the project manager)
Mike Kulig of Berkshire Engineering was present to review the project. This project was approved as submitted.
Highway Department – NOI #230-0288 – routine road & property maintenance for all town roads and properties (C. Crane is the project manager)
Shawn Tryon, Director of Operations was present to review the NOI. Since the letter from the Natural Heritage was just received and the Commission has not had a chance to review it it was suggested to continue this until the October meeting.
Aibel – RDA – 34 Laurel Banks – install 10’ x 29’ deck to existing residence (M. Little is the project manager)
Mike Parsons and Steve Seddon were present to review the project details. The Commission approved the project as submitted as a N2.
Bronagh Realty Trust – SMA RDA (SMA18-01) Norwalk Acres – construct a new single family home with associated driveway, utilities & septic (D. Stucker is the project manager)
Mike Parsons was present to review the project details. The work proposed does not break the ridgeline. There was concern about the clear cutting that was done within the last few years without Commission approval; the owners will be asked to meet with the Commission to submit some sort of remediation plan. The Commission determined that the activity described will not have a substantial impact on the natural scenic qualities of the mountain region and is therefore not a regulated activity and does not require the filing of a NOI.
Tryon – RDA – 445 Main Rd – reconstruct Tea Room and garage 2 in existing footprint (C. Crane is the project manager)
Chris Tryon was present to review the project details. He stated that the application submitted incorrectly stated that the garage would be reconstructed. The submission is only for the reconstruction of the tea room. This project was approved as submitted.
Quagliata – NOI – 4 Point Rd – placement of sand along the bank of Lake Garfield to maintain a beach area (D. Stucker is the project manager)
Chris Tryon was present for this project. He requested continuation until the October meeting as we have not received the DEP file number or comments from Natural Heritage.
Kistler – RDA – 14 Bidwell Rd – reconstruct an existing seawall, stone steps/pathway and retaining wall/patio area (R. Wolin is the project manager)
Chris Tryon was present to review the project details. An existing and proposed site plan was submitted. The project was approved as submitted as a N2.
