CONSERVATION COMMISSION

MEETING DATE: 7/25/17
Present: Tim Lovett, Claudia Crane, Dominic Stucker, Mark Little and Rebecca Wolin
The meeting convened at 6:00p.m.

Coburn – 350 Beartown Mtn Rd – RDA – replace septic (C. Crane is the project manager)
Mike Parsons of Kelly Granger and Parsons was present to review the project details to replace the existing septic tank with a jet bat system.  The project was unanimously approved as a N2.  This will also need approval from the Board of Health.

Perlman – 14 Point Rd – RDA – install deck and addition to existing residence (R. Wolin is the project manager)
Mike Parsons of Kelly Granger and Parsons and the builder Jay Feldman were present to review the project details.  The project was unanimously approved as a N2.

Amezqua/Hannon – 79 Hupi Rd – SMARDA – SMA17-05 – stabilize hillside and erosion control – continued hearing (C. Crane is the project manager)
Rich Lasser of Nature Works Organic Land Care was present to continue the discussion with regards to the proposed project.  He provided a site evaluation report from Berkshire Engineering.  The Commission approved the project as submitted with a negative determination; no further filing is required.

Bernard – 10 NW Cove – NOI #230-0287 – reconstruct a single family home and associated site improvements, install dock (M. Little is the project manager)
SK Design Group was present to review the project details.  Comments have not yet been received from Natural Heritage.  This project will also require approval from the Zoning Board of Appeals.  The applicant will be applying for a Chapter 91 dock license as well.  Members of the Commission had concerns about the number of trees to be removed and the significant slope on the property and requested that the trees to be removed be marked and the percentage of canopy to be removed be provided. The Commission also requested a planting plan.

For Discussion:
  • Mail was reviewed.
  • Minutes from 6/29/17 were approved as written.
  • The Commission discussed the fact that the owner has not filed the necessary paperwork from the Enforcement Order that was issued for 4 Point Rd.  It appears that additional unapproved work was done such as building a wall and a deck.
  • Lake Garfield Order of Conditions; locations within the lake will be changing, the applicant can request to amend the Order of Conditions.  The milfoil has been reduced to 1-2 acres due to the weevils.  A formal request, notification to abutters and advertising in the paper will need to be done to address this formally.
