Conservation Commission Minutes 9/22/15
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 9/22/15
Present: Timothy Lovett, David Dempsey (left at 6:45pm), Pat Edelstein and Dennis Lynch
The meeting convened at 6:00p.m.

Stevens Lake Homeowner’s Assoc – RDA - clear the area within 20’ of the dam base on the downstream side, removing trees but leaving stumps (P. Edelstein is the project manager)
Pam Johnson, Chair of the Steven’s Lake Homeowner’s Association was present to review the project details.  Pat and Dennis made a site visit earlier in the month with regards to this project.  The Commission approved the project as a N3.

For Discussion:
  • Mail was reviewed.
  • Minutes from 8/11 & 9/8/15 were approved as written.
  • The Commission approved and signed the extension permit request for the order of conditions for the Town of Monterey RT 23 resurfacing project.
  • Diego Gutierrez came in to speak about a project he will be doing at 4 Seven Arts Rd.  The Commission explained that any work within 100ft of the lake or a wetland or within the Scenic Mountain Act would fall under their jurisdiction.
  • The Commission discussed the procedure for granting approvals for cutting trees that do not require a formal filing.  Dennis explained that he has requested that a line be added to the approval we send that the contractor be given a copy of the approval.  Dennis also had concerns that the permission email state somewhere in it that the Commission is the one granting permission not the town hall.  Copies of these letters will be put in the homeowner’s file.  This discussion will be continued at the next meeting.
  • Pat discussed a project that she is going to need to bring before the Commission.
  • The Commission reviewed the ZBA special permit application for 70 Tyringham Rd; the Commission has no issues with the project being approved as submitted
  • The Commission reviewed the ZBA special permit application for 30 Sackman Way.  This project was issued a negative DA in July of 2015 so the Commission has no issues with the application being approved.
  • Claudia Crane came in to express interest in becoming a member of the Commission.  The Commission will ask the Select Board to appoint Claudia at their next meeting.
  • The Commission discussed whether or not site visits are eligible for the senior work off tax abatement program.  The Commission asked M. Noe to confirm with the Select Board that these types of activities outside of regular meetings are eligible.
