CONSERVATION COMMISSION

Present: Timothy Lovett, David Dempsey, Christopher Blair, Pat Edelstein and Dennis Lynch
The meeting convened at 6:00p.m.
Lake Garfield – NOI – Diver assisted suction harvesting of invasive Eurasian watermilfoil (D. Dempsey is the project manager)
This hearing was reopened (continued from the February meeting). Ken Wagner was present to review the project details. Comments from NHESP were reviewed. Concerns were made about the weed take out and where that would be done and how it would interfere with the operations of the town beach. A grant has been applied for to help fund this project. A motion was made to close the public hearing which was seconded and unanimously approved. The hand pulling should start in late May, early June. A DEP file number has not yet been received but the project has been preliminarily approved as submitted, in the meantime the Commission will begin composing the conditions for the OOC while waiting for the DEP file number.
Germain – 70 Tyringham Rd – RDA – build a 12’ x 27’ 5” addition in same footprint as existing structure (C. Blair is the project manager)
Dave Ferrington was present to review the project. An addition will be constructed in the same footprint with a full foundation. The project was approved as a N3 with the following conditions: erosion control is installed at depicted in the submitted drawing, call Chris Blair after it’s installed and before beginning work and all excavated spoils are either located outside 100ft of the shoreline and covered or if located within 100ft covered & inspected daily, if dewatering process of spoils is needed additional filing will be necessary..
Myers – Phelps Rd – RDA – remove tree in resource, remove debris, create parking area (P. Edelstein and T. Lovett are the project managers)
Rick Mielke was present to review the project details. The project was approved as submitted as a N3 with the following condition: work area of gravel to be surrounded by erosion control for a period of 2 months.
Sloane – 16 Point Rd – Req. for Cert. of Comp DEP file # 230-178
The Conservation Commission approved and issued a certificate of compliance for this property with an invalid condition as the Order of Conditions has expired and the property is being sold.
For Discussion:
1. Mail was reviewed.
2. Minutes from 2/10 & 3/10/15 were approved as written.
3. The Commission reviewed a special permit application for 10 Sylvan Rd. The Commission has determined that the project as proposed will require that the applicant file an RDA with the Conservation Commission prior to any building permits are granted.
