CONSERVATION COMMISSION
Town of Monterey, Massachusetts
MEETING DATE: 11/12/14
Present: Timothy Lovett, David Dempsey, Christopher Blair, Pat Edelstein and Dennis Lynch
The meeting convened at 6:00p.m.
Kern – 4 Art School Rd – NOI - treat 0.1 acres of less than 25% density of Phragmites australis along a wetland edge (Blair/Edelstein is the project manager)
Jess Toro of the Native Habitat Restoration was present to review the project details. The project was approved as submitted with the special condition to provide a summary report and photo post treatment. Treatment will begin in the fall of 2015.
Daponte – 15 Dowd Rd – RDA – remove several dead and damaged trees (Lovett/Lynch is the project manager)
Joseph Daponte was present to review the project with the Commission. Pat and Chris did make a site visit and the trees closest to the lake are dead and dying but due to the large number of trees to be taken down (12) filing of an RDA was required. Taking the trees down will be a 2 part project. The project was approved as a N3.
For Discussion:
1. Bettina Schwartz came in on behalf of herself and a group of neighbors and abutters of Hume Camp regarding all of the recent projects taking place. They have been visiting all of the town departments to get a better feel of the scope of the project. They would like to know how involved the Commission will be and has been in any proposed Hume projects. The Commission stated that any Building projects require that a Conservation Commission project review form be submitted prior to determine if the project falls under their jurisdiction. There were questions about logging operations at Hume, the Commission asked M. Noe to forward along all of the forestry notifications for them to review.
2. Mail was reviewed.
3. Minutes from 10/14/14 were approved as written.
4. The Emergency Certification was signed for Steadman Pond to install water level control.
5. The Commission briefly discussed instituting a policy to allow a small number of tree cutting within a sensitive area without having to file but since this would be a policy that is less strict than the current regulations they would want to run this by Town Counsel first. Dennis is going to research how other towns address this. In addition, the licensing of landscaping (rigging/tree service) contractors was briefly discussed.
