CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 10/14/14
Present: Timothy Lovett, David Dempsey, Christopher Blair, Pat Edelstein and Dennis Lynch
The meeting convened at 6:00p.m.

Driscoll – 402 Main Rd – RDA – to log a portion of wooded land (T. Lovett is the project manager)
David Driscoll, owner was present to review the project proposal.  David would like to thin some trees out to allow more sun in to dry the land.  The Commission reviewed online maps and determined that the area was a lot larger than Mr. Driscoll was presenting on his plan and appeared to be closer to the buffer zone than depicted.  It was agreed that the Commission needs more information before they can make a decision.  They’ve requested that Mr. Driscoll mark the area to be cut, provide an estimated number of trees to be cut and provide markers depicting the 200ft buffer zone to the river.  This will be continued to the November meeting.

Hume – 73 Chestnut Hill – SMA RDA – construct an athletic field and maintenance building (amend previously submitted project) (Dempsey/Lynch are the project managers)
Chris Tryon of Berkshire Geo-Technologies was present to review amendments to a previously submitted RDA.  Since RDA’s cannot be amended a new filing was required.  The Commission approved the project with the following special condition: add 20 to 35 trees at 75’ buffer of athletic field.  It was determined that the activity described is within an area subject to protection under the SMA but will not remove, fill, excavate or alter the area and therefore does not require the filing of an NOI.

For Discussion:
1.  Mail was reviewed.
2.  Minutes from 9/16/14 were approved as written.
3.  Chris Tryon of Berkshire Geo-Technologies came in to request a Certificate of Compliance for the Route 23 cell tower project.  Also present was Eugene Bounous, owner of the property where the cell tower is located.  A certificate of compliance has been issued and the Commission confirmed that construction of the bridge Mr. Bounous would like to build does not fall under the jurisdiction of the Conservation Commission.
4.  Members of the Friends of Lake Garfield and Dr. Wagner came in to speak with the Commission about the milfoil issue in Lake Garfield and a long range plan for dealing with it.  The drawdown has been working amazingly well but more is needed as the drawdown only covers from 3-6 feet.  The Friends of Lake Garfield with the town will file an NOI in February of 2015 to manage the issue.
