CONSERVATION COMMISSION

The meeting convened at 6:00p.m.
Lombardo – 62 Worth Lane – ANOI – add a 30’ x 30’ addition to north side of existing house (T. Lovett is the project manager)
This hearing was continued from the May meeting. Nick DiSantis was present to review the additional documents requested at the last meeting as well as the comments received from DEP and the Natural Heritage. The project was approved as submitted with additional special conditions which will be attached to the Order of Conditions.
Hume – 73 Chestnut Hill Rd RDA – construct a gymnasium (C. Blair is the project manager)
Chris Tryon provided the drainage calculations and water management plans that the Commission had requested at last month’s meeting.
Schutzmann – 19 Laurel Banks – RDA – install a seasonal dock (B. Pixley is the project manager)
Paula Schutzmann was present to review her request for a dock permit. The dock is aluminum and is seasonal. The project was approved as a N2. The dock license is issued through the Division of Waterways.
44 Hupi Woods – Request for Certificate of Compliance
Stefan Grotz was present to request a certificate of compliance for an order of conditions that was issued in November of 1979. A complete certification was issued.
Barlow – 34 Camp Half Moon Rd – Enforcement Order – tree cutting in buffer zone, dropping cut trees into a BVW and flood plain, construction activity in buffer zone w/o erosion controls, destruction of a BVW and possible filling of land subject to flooding
Geoff Barlow the son of the owner was present to go over the violations made in the buffer zone. Geoff apologized for the violations. He brought along his consultant Rob Ackroyd. The Commission is requiring that the homeowner 1.) Conduct a delineation by a professional engineer or other professional competent in these matters. Identify Resources and Buffer Zones that intersect with the work area. 2.) Properly install sufficient erosion control to contain the disturbed work area related to the deck construction (preferably at the top of the bank where the grade drops off sharply.
Right now the homeowner is going to 1.) Install a silt fence between deck work and wetlands. 2.) Remove trees from Buffer Zone and Bordering Vegetated Wetlands. 3.) Delineate and flag edge of BVW. 4.) Call Chris to inspect.

Phase 3 will depend on where the BVW edge is and what the Commission sees was disrupted by putting the trees there and removing them.
For Discussion:
1. Mail was reviewed.
2. Minutes from 5.13.14 were approved as written.
3. The following letter will be sent to the tower company and engineer for the 31 Main Rd tower: Thank you for arranging the site visit with Kelly and our commission members to inspect the project. As discussed the Monterey Conservation would like the following items improved before the issuance of the Certificate of Completion for the Mobile Tower construction. In general we are very pleased with the robust capacity of the drainage system to capture surface flow and allow the slow release preventing erosion about the new access road. We were concerned about the erosion visible on the road surface itself. We request:
a. Replace dead screening tree at perimeter of machine cabin/tower base.
b. Condition #3 (what? Needs attention or needs to be completed).
c. As a Maintenance Plan exists as a requirement of the Stormwater Management Plan we would like to be notified in writing as to the organization responsible for these activities. Provide contact name, address, phone, and email information.
d. The road as designed on Page ¾ “Road Profile of Stormwater Management Plan” shall be the condition of issuing a Certificate of Compliance. At this time the road is rutted and at various places mildly eroded and moderately eroded. A crown shall be restored on the road.
e. The recently installed Water Bars shall remain in place as an element of Stormwater Management.
f. A crown shall be restored on the road using the existing dark colored material.
