CONSERVATION COMMISSION

The meeting convened at 6:00p.m.
Lombardo – 62 Worth Lane – ANOI – add a 30’ x 30’ addition to north side of existing house (T. Lovett is the project manager)
Nick DiSantis, representative for the Lombardo’s was present to review the project. DEP had not yet received the copies. Nick did not know what resources would be impacted and thought that the Con Comm provided this information. The Commission was also concerned with how it would affect the FEMA flood plan. Chris noted that the reason this project was flagged and had to file was because it is in the flood plain and the flood space that is being taken out by this project has to be replaced somewhere else or the project needs to be altered. The applicant also has to notify the Natural Heritage Species Program too to comment on. The engineer will also have to advise how to manage the activity in the flood plain. This hearing will be continued until the proper agencies have been
notified and have commented and until the project engineer has dealt with the above-mentioned issues.
Roth – 4 Lakeside Ave – RDA - remove and replace existing deck and 3 sliders (B. Pixley is the project manager)
Mark Carlson builder for the Roth’s was present to review the project. The project was approved as submitted as a N3.
Hume – 73 Chestnut Hill Rd SMA RDA- construct three new buildings, driveways and parking areas and Hume – 73 Chestnut Hill Rd RDA - construct a lodge & gymnasium (C. Blair is the project manager)
Chris Tryon of Berkshire Geo-Technologies and Bob Phillips were present to review the project details.
Wendy Germain of Buckingham Lane was present with questions about Hume’s master plan for the larger scale project they are planning. She wanted to know if the impact of the number of cars and traffic would have an impact on the Conservation Commission’s decision with regards to its impact on the environment. The Commission explained that the DEP oversees the impacts to the environment through the states regulations, the Commission determines whether or not a project can be completed and how it can be completed while protecting the resources and scenic qualities in a scenic mountain mapped area or in a wetland protected area.
The SMA RDA was given a negative determination stating that the activity described will not have a substantial impact on the natural scenic qualities of the mountain region and is therefore not a regulated activity. The WPA RDA was approved for Phase 1 (the lodge) and Phase 2 (the maintenance building) as a N3 with the condition that the drawings submitted must show erosion control. The gymnasium (Phase 3) will be continued until the June meeting so that further calculations on the water management can be provided to the Commission.
It was suggested that in the future projects of this magnitude should not be submitted as one RDA, they should either be filed as separate RDA’s or as an NOI.
Simms – Old Beartown Mtn Rd SMA RDA - construct a single family home, driveway, septic and well (D. Dempsey is the project manager)
Chris Tryon of Berkshire Geo-Technologies was present to review the project details. The project was approved as submitted and issued a negative determination stating that the activity described will not have a substantial impact on the natural scenic qualities of the mountain region and is therefore not a regulated activity.
Gould Farm – 100 Gould Rd RDA - construct a woodshed/evaporator building, driveway and parking (T. Lovett is the project manager)
Chris Tryon of Berkshire Geo-Technologies was present to review the project details. The project was approved as submitted as a N3.
For Discussion:
1. Mail was reviewed.
2. Minutes from 4/8/14 were approved as written.
3. The Commission scheduled a site visit to the tower on Main Rd so that a Certificate of Compliance may be requested.
4. The Commission discussed alternate dates to hold their September and November meetings as the one in September is a Primary Election and the date in November is a holiday. The November meeting will be moved to 6pm on November 10th and the September meeting will be moved to 6pm on September 8th.
