Conservation Commission Minutes 2/14/12
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 2/14/12
Present: Richard Andrus, Timothy Lovett, David Dempsey, Christopher Blair and Betty Pixley
The meeting convened at 6:04p.m.

Bachelder – 12 Laurel Banks – RDA to install a seasonal dock on Lake Buel (R. Andrus is the project manager)
Susan Bachelder was present to answer any questions regarding her RDA to install a seasonal dock into Lake Buel.  The Commission approved the project as submitted as a N2.  An interested abutter was present that had no objections to the project.

Schwartz – 66 Art School Rd – review automatic extension request (T. Lovett is the project manager)
The Commission reviewed the request to automatically extend the permit for Order of Conditions for 66 Art School Rd.  The Commission approved the extension to 1/9/2014.

Richmond – 42 Sylvan Rd – RDA – upgrade septic system (B. Pixley is the project manager)
Mike Parsons of Kelly Granger & Parsons was present to review the project.  The owner is replacing an existing septic system with a JET-BAT tank model J-500, a 1,000 gallon pump chamber and a leaching bed comprised of 21 ADS chambers.  The Commission approved the project as submitted as a N4.

Levkoff – Request for Certificates of Compliance on DEP file #:230-0246 and SMANOI08-03 (D. Dempsey is the project manager)
The Commission approved the SMA Form H – Certificate of Compliance for Steven Levkoff of 3 Carl’s Lane (formerly 26 Eaton Rd) as an “Invalid Order of Conditions” as the work never commenced and the OOC has lapsed and is therefore no longer valid.  The Commission also approved the WPA Form 8B – Certificate of Compliance as an “Invalid Order of Conditions” as the work regulated never commenced.

Kern - Request for Certificates of Compliance on DEP file #: 230-0257 (C. Blair is the project manager)
The Commission issued a Certificate of Compliance, WPA Form 8B as a “Complete Certification”.  The Commission noted that the silt fence that is still there should be removed.  

For Discussion:
1.  Mail was reviewed.
2.  Minutes from 1.10.12 were approved as written.
3.  The Commission reviewed the special permit application for Gauthier of 522 Main Rd and responded to the ZBA with the following: The Commission determined that this project as submitted does not fall under their jurisdiction.
4.  The Commission reviewed the special permit application for Gould Farm’s Harvest Barn and responded to the ZBA with the following: The Commission determined that the project as submitted does not fall under their jurisdiction.
