CONSERVATION COMMISSION

The meeting convened at 6:30p.m.
Hartman – 37 Stevens Lake (R. Andrus is the project manager)
Joe Wilkinson was present to review a requested change to a previously issued Determination of Applicability for 37 Stevens Lake. An additional drainage ditch is needed. Joe stated that new septic plans will be submitted as the location has changed. The owner is no longer going to do the barn over. The Commission approved the additional drainage ditch.
Crowe – 76 Cronk Rd – SMA NOI (SMA11-04) – construct a single family dwelling, septic, well, drainage structures and utilities (R. Andrus is the project manager)
Chris Tyron of Kelly Granger and Parsons and representative for the Crowe’s was present to review the project. There is an existing driveway and clearing (9,600sq ft). Rick made a site visit and confirmed that there aren’t any wetland issues. They are proposing to clear 12,000sq ft which is just under ½ acre of what is allowed under the regulations. The lot is approximately 6 acres. The Commission approved the project as submitted. The Commission asked that the property be marked to limit the scope of work as per the plans which should be signed off on by the Commission project manager prior to work beginning.
For Discussion:
1. Mail was reviewed.
2. Minutes from 10.12.10 were approved as written.
3. The Commission reviewed the special permit application for 18 Sylvan Rd and determined that more information was needed. White Engineering, representative for the Mensi’s will be at the December meeting to review. The Commission responded with the following: The Monterey Conservation Commission reviewed the special permit application for Mensi of 18 Sylvan Rd. and responded with the following: The project is within the buffer of Lake Garfield and will require Conservation approval. With regards to the special permit application, the Commission doesn’t see anything in the proposed plans that would not be approved by the Commission once properly filed with us.
4. The Commission reviewed the variance request for 149 Hupi Rd and responded with the following: The Monterey Conservation Commission reviewed the variance request application for Klingenstein of 149 Hupi Rd at our November 9th meeting. The project activity with the exception of the kneewall and BBQ has been permitted through the Conservation Commission already to repair existing structures and to repair and improve existing drainage conditions on the site and to reduce wetland invasive species through treatment. They were issued an Order of Conditions for that work in October of 2009. We will require that the applicant file revised plans for the BBQ and kneewall, and give the board an overview on impact mitigation measures that were employed to protect the resources.
5. The Commission reviewed the special permit request for 9 New Marlboro Rd. and responded with the following: The Monterey Conservation Commission reviewed the special permit application for 9 New Marlboro Rd. at our November meeting. The area is believed to have wetlands on it but does not feel that the project as submitted would affect the wetlands. The Commission approved the project as submitted. Should any clearing need to be done or if any trails are going to be added, the applicant would be required to file with the Conservation Commission.
6. Discussed Dodge site on Art School Rd. with Joe Wilkinson, he said the wetlands replication was completed and the road was put in to the top of the hill. Also discussed the dam work on Stevens’ lake, Joe said it was completed some time ago. The board thought the application should come back in to get it signed off.
