Conservation Commission Minutes 6/14/10
CONSERVATION COMMISSION

MEETING DATE: 6/14/10
Present: Richard Andrus, Timothy Lovett, David Dempsey, Judith Bach and Christopher Blair
The meeting convened at 6:20p.m. (Due to a prior meeting running over)

Small – RDA – 7 Buckingham Lane – repair an existing retaining wall in a state of collapse (D. Dempsey is the project manager)
Mr. Small was present to present the project details.  The project was done prior to the hearing on an emergency basis with the permission of the Commission.  He provided pictures of the repaired wall which is now smaller and 2 feet closer to his home.  This was approved as an N3.

Johnson (originally Rosenthal) – Amend OOC – DEP#230-0243 (D. Dempsey is the project manager)
Ann Bruzzi of Berkshire Engineering was present to review the project details.  It was noted that it was incorrectly advertised as 10 Riverwood Way and that it should be just Riverwood Way and Mr. Johnson needs to apply for a 911# with the Director of Operations.  The amended project was approved as submitted with the following special conditions: 1. Place 6 rebars out of the ground 6 inches with wetlands caps. 2. Silt fence needs to be placed where shown on the drawing. 3. Call project manager to inspect silt fence 48hrs prior to beginning construction 4. The area marked by the rebar is not to be mowed.

Gelbard – RDA – 19 Lime Rock Lane – replace retaining wall (D. Dempsey is the project manager)
Check Nelson was present to review the project details.  The Gelbard’s are filing for a special permit with the ZBA on this project scheduled for late July.  The existing retaining wall is made of railroad ties (not pressure treated) and is falling apart.  The Gelbard’s are replacing the bottom part with a concrete block system (engineered by Versa-Lock).  The Commission asked if anyone from Versa-Lock would be checking in on him while constructing the wall to be sure if it’s installed correctly; Chuck was not sure, but was paying extra for project engineering.  The decking will also be replaced. The board requested that he finish work on the lower portion before starting with the work by the house. The project was approved as a N2 as submitted.

Carroll – SMARDA 394 Main Rd– SMA10-04 – replace existing home with single family dwelling (T. Lovett is the project manager)
Felix and Cara Carroll were present to review the project.  The existing house is being demolished and replaced with a cape.  The project was approved as submitted and it was determined that it will not have a substantial impact on the natural scenic qualities of the mountain region.

Kaplan – 151 Hupi Rd – Amend OOC (T. Lovett is the project manager)
Shannon Boomsma of White Engineering was present to review the changes.  New work includes:
  • Install catch basin in the driveway
  • Run new foundation drain and some gutters to previously proposed planting area on north side of boathouse deck as shown on Tomich plan.  Additional drainage stone to be incorporated into the planting area to enhance filtration.
  • Catch basin to connect below grade to the leaching bed near the asphalt walk
  • Further investigation disclosed that the foundation and structural integrity of the house and fireplace were in poor condition.  Therefore, the entire structure has been removed and will be rebuilt in the approved footprint and design.
Boathouse area work includes:
  • At least two of the first floor beams do not bear adequately over the posts and will be replaced.
  • The deck on the south side of the porch appears not to be made of pressure treated wood, and that wood will be replaced with pressure treated lumber.
  • The stringers on the stairs to the waterline are undersized and will be replaced.
  • Existing siding will be removed or covered over.  The pain on the balcony will be scraped during the winter.  The area will be tarped to contain any debris.
  • In the spring, siding will be replaced or covered with siding and painted.  Scaffolding will be used on the south side over existing vegetation.  It will also be used on the lakeside with catchment tarps.
The amended project was approved as submitted with the condition that Tim Lovett must be contacted when the silt fence is installed to inspect it and prior to work commencing.

Wasserman – Extension Request (SMA) (D. Dempsey is the project manager)
The Board approved the request to extend the current Order of Conditions for SMA09-03.  

For Discussion:
1.  Mail was reviewed.
2.  Minutes from 5.10.10 were approved as written.
3.  Shannon Boomsma spoke to the Board about the Dodge project on Art School Rd.  The road is in and had to be built brand new as there wasn’t any gravel where it was thought there was.
4.  The Board responded to the Friedman’s regarding their request to replace a dock at 68 Tyringham Rd.
