CONSERVATION COMMISSION
Town of Monterey, Massachusetts
MEETING DATE: 1/11/10
Present: Richard Andrus, Timothy Lovett, David Dempsey, Judy Bach and Christopher Blair
The meeting convened at 6:05p.m.
Dodge – Art School Rd – NOI – construction of a driveway through a wetlands resource (R. Andrus is the project manager)
Shannon Boomsma of White Engineering was present to review the final presentation of the plans. Shannon and Rick Andrus did walk the property together. A motion was made to approve the project as revised. The motion was seconded and unanimously approved. An order of conditions was issued with special conditions.
Barkin – 439 Main Rd – RDA – new foundation wall (C. Blair is the project manager)
Scott Jenssen of Bottomline Builders was present to review the project with the Commission. A silt fence was installed prior to the frost. Scott outlined his protection measures to the site and abutting neighbor (the town hall) since there isn’t a setback area to work in. A motion was made to approve the project as submitted. The motion was seconded and unanimously approved. The project was approved as a N2 and a Determination of Applicability was issued.
Perlman – 14 Point Rd – RDA – remove existing single family home and replace with new (D. Dempsey is the project manager)
Mike Parsons of Kelly Granger and Parsons, Al Perlman and Stefan Grotz were all present to review the project. This project is also going to require a special permit through the Zoning Board of Appeals. The existing septic system will be used and has passed a Title V inspection. A motion was made to approve the project as submitted (N3) which was seconded and unanimously approved with the following conditions: 1. Notify David Dempsey at 528-6996 to inspect silt fence when installed. 2. Stockpile excavated materials outside of 100ft buffer; cover each day with poly sheeting that will stay in place in winds.
Kaplan – 151 Hupi Rd – NOI – remove asphalt path, replace with sod, remove concrete steps to boathouse, replace with stone steps, remove tree, strip lawn and plant with sod (T. Lovett is the project manager)
Shannon Boomsma of White Engineering was present to review the project. A motion was made to accept the project as proposed which was seconded and unanimously approved. An Order of Conditions was issued with the special conditions to contact Tim Lovett once the silt fence has been installed and prior to work commencing.
Kaplan – 151 Hupi Rd – SMARDA – addition, remove asphalt path (T. Lovett is the project manager)
Shannon Boomsma of White Engineering was present to review the project. There are steep slopes on the property. A motion was made to accept the project as proposed which was seconded and unanimously approved. A Determination of Applicability was issued.
For Discussion:
1. Mail was reviewed.
2. Minutes from 12.14.09 were approved as written.
3. The Commission reviewed paperwork for the conservation restriction on Chestnut Hill farm and certified that it is in the best public interest.
4. Dave informed the Board that he was contacted by Craig Okerstrom-Lang in the beginning of January with regards to Mr. Dolber and stated that Mr. Dolber is willing to do the things he needs to as per his agreement on Dec. '07 with the Con Comm and will send us a letter to that effect. The planting probably will take place in the spring and he will get the metal pins installed and their location recorded.
5. The Commission reviewed the special permit application for 521 Main Rd and responded with the following: The project falls outside of the 100 foot buffer zone and therefore does not fall under our jurisdiction. The Commission will have a chance to review the project again and any changes that may be made when a building permit is applied for.
6. Judy will not be available for the February Conservation Commission meeting.
