Conservation Commission Minutes 12/8/08
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 12/8/08
Present: Richard Andrus, Timothy Lovett, David Dempsey, Judith Bach and Christopher Blair
The meeting convened at 6:20p.m.

Jaffe, 163 Hupi Rd – RDA – driveway work (R. Andrus is the project manager)
Rick Mielke, representative for the Jaffe’s was present to review the project.  The project was approved as an N3 subject to the following condition: A silt fence be erected at the edge of the work area.

Brenner, Request for Certificate of Compliance on SMA06-10 (J. Bach is the project manager)
The Commission approved the request for a Certificate of Compliance for SMA06-10.  A complete certification was issued and will be mailed to the Brenner’s representative, Foresight Land Services to file with the Registry.

Kern, 4 Art School Rd – RDA – install helical piers to support an existing barn and excavate under an existing building and form and pour an 8” concrete frost wall foundation (C. Blair is the project manager)
Frank Kern and Mike White were present to discuss the project.  The commission issued a N3 determination for the installation of helical piers to support an existing barn with no additional conditions.  The board approved the excavation and forming and pouring of an 8” concrete frost wall as a N3 with the following condition: Silt fence as limit of work.  Stock pile of material outside of 100’ of stone wall.  Work area hayed to stabilize.

Simms, Old Beartown Mtn Rd. – RDA – fix a driveway (D. Dempsey is the project manager)
Ron and Joanne Simms were present to review the project.  They are taking out a 14” culvert and bringing it up to a more substantial size (24-30”) to accommodate the large trucks that will be coming through.  The Commission approved this as a N3 with no additional conditions.

Amstead, 205 Main Rd – RDA – construct a new 3 bedroom house with well and septic (T. Lovett is the project manager)
Mark Amstead was present to review the project.  Mark had White Engineering come out to the site and it was determined that where the house will go will not be in the wetlands.  The Commission approved the RDA as a N1.

Bodian, Request for Certificate of Compliance DEP#230-0240
The Commission approved the request for a Certificate of Compliance for DEP#230-0240.  A complete certification was issued and will be mailed to the Bodian’s to file with the Registry.

Erlich – 26 Northwest Cove Rd RDA to seasonally install and maintain two docks, one floating and one suspended plus a canopy which will all be removed in the winter months (enforcement order sent previously) (D. Dempsey is the project manager)
This hearing was continued.

For Discussion:
1.  Mail was reviewed.
2.  Minutes from 11/10/08 were approved as written.
3.  The Commission agreed to renew their membership to the Massachusetts Association of Conservation Commissions.
4.  There was an inquiry about whether some brush clearing could be done on a vacant lot in the Steven’s Lake neighborhood.  The Conservation Commission stated that if the work was within 100ft of the Lake a RDA needed to be filed with a map and description of the work proposed.
5.  A letter was received from Joe Wilkinson outlining changes he’d like to make to the OOC for Catino at 31 Sackman Way.  The Commission does not have a problem with the proposed changes and will not require a re-filing.
6.  The Commission agreed it would be helpful to purchase a few sets of USGS maps.
7.  The Board discussed briefly what the Town will need to file when they start repairs on Fairview Rd.
8.  Judy informed the other members that she will not be able to attend the Jan – Mar meetings.
