The meeting convened at 6:00p.m.
Gould Farm, 100 Gould Rd – NOI 230-0241– replace foot bridge on Diane’s Trail (R. Andrus is the project manager)
Continued from September meeting where an ANOI was filed; DEP stated it needed to be a NOI. The old bridge will be deconstructed and a new bridge will be constructed. This project was approved with conditions set by the Commission.
Kalodner, Tyringham Rd – RDA – New home construction, driveway, well and septic in buffer zone of Heron Pond (T. Lovett is the project manager)
Mike Parsons, representative for Ms. Kalodner presented the project. The project was approved as submitted as an N3. The board stated that no heavy equipment can be used and vista pruning is to be limited to the 50 to 100ft zone and the applicant must seed and mulch. Mike Parsons will send the definition of vista pruning to the applicant. Mike Parsons stated that the board of health has approved the septic plans. Conditions: 1. No work in the 0-50ft area. 2. Vista pruning only in the 50-100ft area. 3. Seed and mulch all disturbed areas in the 50-100ft area once work is completed. 4. No heavy equipment in the 50-100ft area. 5. Call project manager to inspect installed silt fence.
Rosenthal, 10 Riverwood Way – NOI 230-0243 – Construct 3 bdrm home, install septic and well (D. Dempsey is the project manager)
Continued from the September meeting. DEP & National Heritage comments were reviewed. Revised plans were provided to the Commission but it was agreed to use the original plans. The commission approved the project as submitted. The board stated that the septic system would need to be installed between September 1 and March 31 (based on the endangered species comments from the National Heritage). Representatives from Kelly Granger and Parsons and Berkshire Engineering were present for the presentation. Conditions: 1. Place 6 pieces of rebar out of the ground 6 inches with wetlands caps. 2. Silt fence need to be placed where shown on the drawing. 3. Call project manager to inspect silt fence 48hrs prior to beginning construction. 4. Because of the
protection of the nesting area of the ”American Bittern” (a bird) no septic can be done from April 1- August 31. 5. The area marked by the rebar is not to be mowed.
Town of Monterey, Lake Garfield – NOI – winter drawdown (C. Blair is the project manager)
Chris went over with the Commission members what he has drafted so far for the order of conditions. Chris is going to meet with the Select Board to review the draft and see if they have any input or suggestions.
Kamenstein, 18 Woodland Dr. – amended OOC
The Commission signed the 2nd amended order of conditions.
For Discussion:
1. Mail was reviewed.
2. Minutes from 9/10/07 were approved as written.
3. Several project review forms were reviewed and commented on.
4. The revised plans submitted for the Alpert project at 177 Mt Hunger Rd by Pamela Sandler, Architect were reviewed and approved as it’s not a significant change. A letter was sent to the Alpert’s and their Architect.
5. The proposed well plans for Rose on Pixley Rd were reviewed and approved as long as the silt fence was placed between the well drilling and the north of the access driveway.
6. The ZBA application packet for WMESCO was reviewed and approved as submitted. It is exempt under 12.4 under the Scenic Mountain Act Regulations. A letter will be written to the ZBA.
7. The ZBA application for the Brown’s on Point Rd was reviewed and a letter will be written to the ZBA.
