The meeting convened at 6:00p.m.
Brenner 42 Elephant Rock Rd
Applicant was asked to come in to let the board know the status of the project and to discuss the repair to the gravel and debris from the construction project that went beyond the limit of work allowed under #17 on his Order of Conditions.
Kamenstein 18 Woodland Dr: Issue amended OOC
No show/paperwork not issued.
Brown 24 Point Rd NOI 230-0238
The applicants are requesting to demolish and rebuild the house; they’d like to turn the summer residence into a year round maintenance. They’d like to put a basement under the house to eliminate some of the wetness. They’d like to remain in a “by right” build zone and have been working with the Building Inspector to achieve this. The footprint has been redesigned out of the 40 foot no build zone. They plan to apply for a variance for the proposed height increase with the ZBA. The board approved the project as amended and an Order of Conditions was signed.
Melzer 35 Bidwell Rd SMA RDA & RDA
Craig from Okerstrom Lang presented a clarification (Sugar Maple will not be cut down as requested by the Commission). With regards to the Scenic Mountains Act, the three large oak trees will be flush cut and three new native maple trees will be planted. The board approved removing one right now and revisiting the site at a later date. Buffer zone work has been completed. This hearing has been continued until the fall.
Jackson 179 Mt Hunger Rd SMARDA – SMA07-04
Applicant to provide a copy of the plans as requested at the 6/11/07 meeting at the next meeting. Paperwork was properly filled out with the missing information while the applicant was here. The applicant inquired about the notification process for work being done on an abutting property.
Gould Farm Gould Rd – NOI 230-0239
Rob Hoogs of Foresight Land Services presented the project for Gould Farm. Rather than filing a separate SMA form they are jointly proposing this under the Scenic Mountains Act. They’d like to begin construction within one month. The board approved the project as submitted.
Diane’s Trail
Bob Rausch came in to talk about the replacement of Diane’s Bridge on Diane’s Trail, the design is slightly different but it’s just a replacement. Bob brought copies of an Abbreviated Notice of Intent and a check but wasn’t sure if it was needed or not. The board told him he’d need to file one copy with DEP and enclose their fee and bring the town’s copy and fee to the Inter-Departmental Secretary.
Blue Hill Farm
Sean Stanton came in to discuss a wastewater system (no human waste) that is going to be installed at Blue Hill Farm. 90% of the project is being funded by the USDA. There are plans to improve the farm road, where an intermittent stream off the back of the milk house and beaver pond are located. Mr. Stanton was unsure if he needed to formally file or just notify the board of his intentions.
For Discussion:
1. Mail was reviewed.
2. Minutes from 6.11.07 & 7.9.07 were approved as written.
3. Richard Sheridan came in to report that he feels that the Fire Tower project is proposed in a wetland area. He is worried about where the runoff from that project will go. Don Torrico the Building Inspector joined the conversation and informed the board that the project is in a split zone (Business district and Residential) is before town counsel.
4. Don Torrico asked if the board sees a red flag zoning issue to approve the project from their perspective so that the project isn’t held up and to condition the project subject to permission from the Zoning Enforcement Officer.
5. Don Torrico informed the Commission that there is a problem with the existing retaining wall that is being taken down on the Alpert property being 11feet within the setback (the previous builder never got an approved building permit for this). The Engineers are working on redesigning the plan to meet the requirements.
