Conservation Commission Minutes 6/11/07

Present: Christopher Blair, Timothy Lovett, Judith Bach and David Dempsey

The meeting convened at 6:00p.m.

Ken Wagner of ENSR
Presented NOI details, informally, for Lake Garfield:
·       inlet elevations were discussed
·       milfoil is under control
·       there are other dominant pond weeds present, including one on the Massachusetts protected species list
·       the plan is that drawdown will be initiated on or around October 15th to achieve target drawdown by December 1st
·       Goal is to hold a hearing in August or September at the latest
·       Will present NOI with flexibility in start and stop dates and times to allow for response to actual weather conditions

Stern 71 Harmon Rd RDA; continued from 5/07 meeting 6:55 pm
The applicants provided the site plan showing more detail, dimensions to the wetland and location of the 100 Buffer Zone at a 1:20 scale that the commission had requested at the last meeting.  Project was approved as an N3 with standard conditions: 1. see attached standard conditions.  2. All stockpiled material shall be covered with poly sheeting at the end of each work day.  3. All disturbed areas shall be seeded and mulched to stabilize the work areas as soon as possible.  4. Chris Blair (528-4960) to inspect silt fence before work begins.

Kupperman 16 Laurel Bank – RDA 7:10 pm
The applicant would like to fix the existing sea wall, by hand using dry stack methods, on the shore line.  Width of the wall is 65’ wide by 3’ high.  It is made of cement.  The applicant would like to begin the project as soon as possible.  The board approved the project as an N2.  The applicant was asked to call Tim Lovett when the silt fence is installed on the lake bed, for inspection.

Alpert 177 Mt Hunger Rd; continued from 5/07 meeting
Representatives for the Alperts (Carl Audia, L Tryon, P Sandler, B Waldman, M White) and the fallen retaining wall on Mt Hunger Rd proposed their master plan to the Conservation Commission.  They hope to begin repairing the wall next week.  White Engineering has filed a request for an amendment to their OOC under the SMA.  They reviewed the major changes that are planned.  The board did not approve the amendment at this time and will hold a meeting on June 25th to discuss the Alpert project on Mt. Hunger Rd further.  The board requested that 1. a master plating plan, 2. elevations, 3. a 1 ft contour site plan, and 4. (2) sections through project be provided at the June 25th meeting as well.





Alpert 34 Bidwell Rd site visit results:
Tim Lovett and Chris Blair made a site visit and the RDA has been signed and is ok to send out.

Jackson Mt Hunger Rd SMARDA – SMA07-04
Representative posted ad in the Eagle as directed by D. Dempsey.  The Jackson’s would like to erect a boulder rock retaining wall approximately 6-7’ high at its highest point.  The rocks will come from the lot next door that they own.  The wall will be approximately 200’ long and will be pretty porous.   The owner would also like to plant a row of fruit trees.  The project was approved but since the representative did not turn it in through the proper channels paperwork was not left for the board to sign, the permit will be signed at the next meeting.  Representative is to bring in a copy of the plans and properly filled out papers.

For Discussion:
1.      Mail was reviewed.
2.      Minutes from the 4.23.07 & 5.14.07 meetings were approved as written.
3.      National Heritage response for the Mandelbaum property was reviewed and filed.
