The meeting convened at 6:00 pm

6:05-6:30 pm
Kamenstein – 18 Woodland Drive – Amended OOC under SMA and WPA.  Represented by Shannon of White Engineering.  Changing the proposed house from three to two bedrooms.  DEP did not approve the proposed two septics because there would be too much nitrogen, creating a negative impact on the wetlands.  Additionally, the new septic would violate the SMA. The leach field will now be under the driveway and the other change is they moved the septic tank and the pump chamber to between the house and the road and moved the well to the other side.  There will be no change in the footprint of the house.  The final drawings. #01-09-08F, show the revision for the septic and well location.

Roche – Beartown Mt. Road.  Shannon (White Engineering) reported that the Roche’s concrete walls need new concrete pads to replace those sections that are eroded.

Continued Hearing and Meetings
New England Keswick.  Chestnut Hill Rd - RDA – vista pruning (Blair).  Represented by Matt Kinnaman –To obtain a better view of the lake, they want to take out 12 to 15 trees.  The cutting will be staggered.  The project is subject to the SMA, slightly above 1500 ft.  Most of the work is out of the buffer zone.  There is a perennial stream considerably outside the work area.

6:55-7:20  
Amidon. 142 Sandisfield Rd.- RDA - driveway/parking area (Lovett).  Represented by Joshua DuPont, carpenter.  Wants to put up a garage that is within the buffer zone of a drainage pond.  The corner of the garage is 61 feet from the pond.  
Approved under following conditions:  Needs silt fence on pond side.  He is also laying hay bales. He will call Tim after silt fence is up before work starts.

7:20-7:40
Mandelbaum, 519 Main Rd. – NOI – boathouse renovation, replace retaining wall, paved driveway removal, patio construction and related site work (Andrus).   Represented by Steve Mack from Foresight.  Proposed work will be completed next fall during “low water conditions.” Taking off timber wall.  DEP file # 230-0236.
Plan approved as submitted, subject to a negative determination of the National Heritage Foundation. Debris will be properly disposed of off site.  Notify Rick Andrus (528-1723) 2 days after the silt fence is up.

7:40-7:50
Schmerler, 27 Lime Rock Rd. – repair damaged driveway (Bach).  No one showed, but Gary O’Brien who will be doing the work sent notification that he was available to talk to on phone.  Plan approved N3 under following conditions: No tree removal, silt fence, verification by Bach.  No change in driveway width or footprint.  Remove all material from site.  Board requires an as-built plan.

Kelly/Nadler, 535 Main Rd – review wetlands delineation sent in by Kelly Granger & Parsons.  No one showed up in response to ConCom letter regarding April 9th meeting.

Misc.
Mail reviewed.  
Approved March minutes.

Zoning Board of Appeals.  “Regarding the Richard Tryon addition at 129 New Marlborough Rd.:  This doesn’t appear to be in our jurisdiction, because it does not involve either the SMA or WPA.”

Also a letter to ZBA regarding Judy and Arnold Hayes 29 Tyringham Rd.:   “The proposed addition is out of our jurisdiction.  We’ve already approved the proposed septic system.”

Question:  Melissa, what should we do about the Hudson letter?  Who’s supposed to sign off on it, Select Board, or ConCom?

Special meeting is to be set up on April 23 for Raifstanger because his modular house is to be delivered before the next scheduled meeting in May.
