Minutes from an additional scheduled Conservation Commission meeting.
MEETING: 31 July 2006
Present: David Dempsey, Chair, Judy Bach, Tim Lovett, Chris Blair, Rick Andrus
Public Meeting began at 6:00 pm.
This meeting was held to discuss the Enforcement Order compliance progress by the contractor S D’Alessio for the Alpert project, Mt Hunger Road. The Amended OOC is dated 13 March 2006. The Enforcement Order is dated 10 July 2006. The project location is Map 9 Lot 50, Book 1673 Page 21.
1. The contractor is proposing slopes of 2:1 in the retained earth area where grade changes going south and west from the pool area.
2. The contractor reduced the wall from an existing height of 1610 elevation to 1597 elevation as requested.
3. The contractor and consultants discussed the manner of ‘stepping’ the wall from it’s new lower level back to the top of wall at the higher level. How much horizontal distance to consume. The ConCom indicated the drawing showing ‘Option B’ was a proper outcome.
4. The contractor and ConCom discussed the benefits of coloring the wall against planting various forms of vegetation as a means to cover the wall from view now and in the future. The applicant intends to plant wisteria from above and crawling vines from below. Additionally we agreed that plantings between the bottom of the wall and the property line of mixed evergreens would solve this issue.
5. The ConCom wished to know how the slopes of the lower lawn area and the western and southern areas at the bottom of the wall will be stabilized for the winter.
6. The ConCom was informed the proper abutter notification documentation had been filed in a timely manner by White Engineering.
Applicants consultants present include D’Alessio, Shanon Boomsma – White Engineering, David Potter-architect, Craig Okerstrom-Lang-Okerstrom-Lang LTD, LA, and Bob Ross Owners Representative.
We reviewed the drawings submitted. The ConCom asked these drawings be revised to reflect the current agreement and returned to the ConCom.
A motion was made and approved to accept the Enforcement Order resolution as noted above. C Okerstrom-Lang to submit a memo of understanding. (received via email).
A motion was made and approved to allow the project to resume full construction activity.
The Alpert meeting adjourned at 7:30 p.m.
A Public Hearing was reopened for Lombardo at 7:35pm.
We received information from Berkshire Engineering/Ann regarding the Lombardo project at Blue Heron Landing, Route 57. The ConCom had requested further information on compensatory storage and the assumptions of preconstruction foundation volumes.
The essential discussion centered on the fact that before the volume of the floor system and the rudimentary foundation was below the +3’ flood elevation. Post construction proposed to raise the floor system above the +3’ flood elevation, leaving the new foundation with ‘flowage grills’ in place, which by their calculations was a slight reduction in flood plain volume and so would not require comp storage.
Ann provided engineering calculations supporting this position.
A motion was made and approved to accept the NOI with the new information and issue an OOC. We signed the OOC.
The hearing was closed at 8:00pm. The meeting concluded shortly thereafter.
