Assessor Meeting Minutes 11/1/14

Meeting began at:  10:15 a.m.

  • The Board continued its discussion of the “Land Modifiers”.  Robert Lazzarini gathered data and studied the conservation restrictions that exist on some Monterey properties.  So far he has found 66 properties with CR’s.  The Board discussed the two types of CR’s:  those that do not allow any dwelling to be built (CR1), and those that allow one dwelling to be built (CR2).  The Board voted to accept the following assessment policies:  the land assessment of lots carrying a CR1 should be reduced by 50%, thus making their value the same as unbuildable lots of the same size.  Lots carrying a CR2 restriction would be assessed as the sum of a two acre building site valued at the full rate and the balance of the lot valued at 50% the full rate since that portion would be “non-buildable”.
  • The Board discussed the inclusion of the conservation restriction data on the lots in our data base.  Don Clawson currently is entering the new data into the computer data base.  
  • The Board discussed the need to change and broaden the range of modifiers for waterfront.  The Board decided there should be 3 assessment rate levels for waterfront:  Level 1, the highest, for waterfront that is relatively unimpaired and upon which the property owner can launch a boat or swim.  The property should be assessed at the full rate for the lake frontage.  Level 2, for navigable waterways and channels, are assessed at ¼ the full rate for the particular lake frontage.  Level 3, for waterfront that is greatly impaired by weeds, marshes or swamp land.  This situation should be assessed at 1/10th   of the full assessment for the pond frontage.
