Meeting Minutes, November 1, 2006
Stan Ross called the meeting to order at 4:30 PM; Bob lazzarini, Don Clawson and Linda Hamil were present.
Bob Lazzarini cautioned the group that it must have well advertised, open meetings, now more than ever before. The Board is embarking on a complete overhaul of the land assessment process and it cannot jeopardize that important undertaking by sloppy habits. Bob will compile a meeting schedule that is compatible with the Board members personal schedule, and properly post the shedule.
The second order of business was a discussion of the validation of the “Neighborhoods” that the Assessors drew up for land value assessment purposes. The main problem is that the number of real estate sales in a year is small and not adequate for a statistical validation of the neighborhoods. The Board discussed alternative methods of enhancing the land value assessment of some properties. The use of special modifiers that increased the assessment on properties that abut Beartown Mountain Forest or other “Conservation Restricted” land, or that were near the “Ridgeline” of our hills were considered. Finally it was concluded that the neighborhood modifiers gave a more consistent and accurate fair market value than did the combination of new
modifiers. The Board concluded that it would go forward with the neighborhood modifiers and correct them as real estate sales dictated.
