JULY 29, 2006 MEETING MINUTES

Stan Ross called meeting was called to order; Ross, Gauthier, Lazzarini and Clawson were present.
Incorrect Computer and Office Furniture Purchase Procedure:  The Assessors discussed the seriously flawed procedure  that was followed in the recent purchase of Office furniture and two computers for a total purchase cost of about $4200.   
Pargament  complaint about the division of Monterey into Neighborhoods:  Richard Pargament appeared before the Board to register he strong objection to the division of Monterey into neighborhoods have different basal assessment rates.  The Assessors explained that the division into dneighborhoods was based on the subjective evaluation of the effect of the neighborhood of the fair market value of the property.  Indeed, much of what the Assessors do is rooted in their subjective evaluations.  Mr. Pargament stated repeatedly that he thought the appraisal of his property was fair and accurate.  The Assessors pointed out that a fair appraisal of the property value is the “end all” of the Assessors’ Mandate from the Commonwealth.  If that number is correct, the debate about statistical correctness of the method seems unwarranted.   
Preparation for Shulklapper complaint:  Lester Shulklapper will  meet with the Board of Assessors at 10:30 AM wed. 8/2/6.  He believes that the appraisal of of his house is incorrect because the Assessors used he building grade code of “AA Suberb”.  The Assessors reviewed this case and the property involved.  They concluded that they had no reason at this point to question the original classification of AA Superb.  They further concluded that if they had to review this classification they should review all aspects of the field card to insure an accurate appraisal.  Under those circumstances the appraisal of the Shulklapper property could go up or go down when reassessed.
