MONTEREY BOARD OF ASSESSORS

Stan Ross called meeting was called to order; Ross, Gauthier, Lazzarini and Clawson were present.
Abatements: The Boards reviewed a summary of the abatement requested for 2005 and the abatements approved. The clerk will be instructed to send out letters announcing the Board’s decisions well in advance of the mandatory deadline.
Dwelling Unit Definition: The Board had a spirited discussion about the Building Commissioner’s policy concerning the hallmarks of a “dwelling unit” and how it affects the duties of the Board of Assessors. The Board decided to wait until June 19, 2006 to approach the Building Commissioner again about the difficulty his policy causes. On the 17th the Board will give Building Commissioner a draft copy of a letter spelling out our concerns. The need to move slowly on this issue was emphasized by some.
Cartographics and the new Maps: The Cartographics people have sent us draft versions of the new maps and request that we proof them and set up 3 public meeting in which a representative of Cartographics would address the town’s people and explain how they are organized and used.
Taxation on Lake Access: a member of the Ladd Beach community complained that she was denied access to the beach although she paid taxes for that privilege. The Board unanimously agreed that this was none of our business and suggested that deal with it by other means. She also complained that the Town was indulging in double taxation since she , as an individual, paid taxes on her lake access and that the Ladd Beach Homeowner Assoc., as the property owners, also paid taxes on the property. The Board expressed its unanimous view that there are two different issues here: the home owners Assoc. pays taxes because they own the property; she pays taxes because having access to the lake that is transferred with the her property title, enhances the fair market value of her property.
