Planning Board agenda for meeting w/cellular tower reps Wednesday. September 29, 2010, 3:00 p.m. at the Monterey Town Hall.

Agenda:

I. Purpose of the meeting is for members of the Planning Board to ask questions regarding the siting of cellular towers in Monterey. Questions include issues of topography and site selection, how much of the town can be reasonably covered, what types of towers can be used and the height and look of the towers.

Also on the agenda are questions regarding co-location for other carriers and how many carriers can operate on one tower, and how Monterey may best plan for the wireless future.

Questions from L. Klein to ATT and Florida Tower Partners.

  • Please describe the site attributes that make a location ideal for a cellular tower?
  • Why did you choose the two locations you currently have selected for the planned towers?
  • What method did you use to select the tower locations? Please explain the site selection process that your company uses to elect cellular tower sites.
  • A commonly held belief is that elevation is a key factor in site selection. Can a cellular tower be placed too high or too far away from the target service area?
  • Why did you not, at this time, elect to cover 100% of residential Monterey, Ma.
  • What percentage of the existing homes currently within the town borders will be able to receive adequate cell service, assuming the resident subscribes to ATT Cellular?
  • Do you currently have a signed agreement from the owners of the selected properties to start construction should the existing Zoning Law be modified to allow construction and permitting has been completed?
  • How many new Overlay Districts should Monterey consider creating at this time to accommodate future growth?
  • Can you now, or will you be able to identify those locations?
  • Will you agree to fund an independent Radio Frequency Engineering Consultants efforts to create and prepare a written report verifying ATT’s and FTP‘s findings as they relate to the Tower Placement and coverage?~ Will you agree to extend the independent study scope to include the entire extent of Monterey’s residential area so that a meaningful alteration to the existing Zoning Law may be considered at this time?
  • Will you allow, at no cost to the Town, the use of the planned Towers for Monterey Fire, Police, Medical Emergency Units and Highways Department antenna placement? The cost of operation, installation and maintenance of the above cited antennas will be the Town’s responsibility.
  • Will you agree to erect Monopole Towers that pretend to be Trees?~ The look must be consistent with the existing foliated trees in the area.
  • Will you allow for the Co-Location of other Carriers to apply for and be granted the right to lease Tower space from ATT and/or FTP for installation of competing Cell antennas?~ How many additional Co-Located Carriers are you planning to accommodate?
  • What are the planned Tower Heights?
  • The Planning Board and The Zoning Board of Appeals may require that ATT and FTP provide Cellular Phone coverage for the entire town.~ Are you prepared to respond positively to that request at this time?~ If not, when will ATT and FTP revisit the coverage issue and under what conditions?
  • Have you considered the placement of Towers on Town or State owned land?
  • Will you agree not to consider installing Lattice Towers anywhere within Monterey’s borders?
  • Assume for a moment the surrounding terrain in Monterey is flat, how far will a signal travel from antennae mounted on a 120’ tower?
  • What challenges does mountainous and hilly terrain pose to providing cellular service?
  • Looking into the future, what does the Planning Board need to consider to make sure its planning efforts allow for the evolution and growth of personal wireless service?
  • How big or what types of buildings are needed for maintenance?
  • What is the nature of the maintenance required for the cell towers?
  • What kinds of things should property owners expect to happen on their property?
