MONSON ZONING BOARD OF APPEALS
MINUTES FEBRUARY 25, 2016
MEMBERS PRESENT: David Beaudoin, Frank Carey, Ronald Fussell and Theresa Martin.
MEMBERS ABSENT: David Jarvis and Tere Hrynkiw.
ALSO PRESENT: B.J. Church Monson Zoning Enforcement Officer
7:00 David Beaudoin entertained a motion to approve the minutes of December 17, 2015 as presented.
Theresa Martin so moved.
Frank Carey seconded.
It was so voted, unanimous.
The Zoning Enforcement Officer met informally with the Board to update the members on zoning issues and changes proposed by the Planning Board to the Zoning Bylaws. The Planning Board has scheduled public hearings on two bylaw changes to try and clarify the intent of the bylaw and make enforcement of the bylaw easier.
The Board had a lengthy discussion with the Zoning Enforcement Officer regarding the zoning bylaws that seem to be the basis of most of the complaints such as home occupations, earth removal and filling, unregistered vehicles/junk yards, dwellings and house-keeping facilities for employees and non-paying guests. The Zoning Bylaws are a work in progress and Monson like other communities is working to modernize its Bylaws to reflect issues facing the residents of Monson in the 21st century.
