ZONING BOARD OF APPEALS
MINUTES MARCH 26, 2015


MEWMBERS PRESENT: David Beaudoin, David Jarvis, Frank Carey, Tere Hrynkiw, Ronald Fussell and John Martin.

7:30 Frank Carey moved to accept the minutes of December 18, 2014 as presented.

David Jarvis seconded.

It was so voted, unanimous.

Andrew Laroche, representing the owners of property located at 145 Palmer Road known as Big Guys Liquor, attended the meeting looking for information regarding the Monson Zoning Bylaws Mixed Uses.  He stated the property is currently a mixed use with a liquor store and two apartments.  The property owner wants to add two more apartments to maximize the use of the building.  There is adequate parking for four apartments in the rear of the building and the construction proposed is within the footprint of the building.  No changes are proposed to the parking for the commercial space.  

Tere Hrynkiw questioned if an addition was proposed to the building?

Andrew Laroche stated no they would be cleaning and renovating the existing building and the additional apartments would be within the building.

Building Commissioner B.J. Church stated the property owner should prepare or have prepared detailed stamped signed plans of the project and submit them to her office, she would review them for code compliance, including compliance with the Monson Zoning Bylaws.  Based on her review findings the owner would be notified of any Special Permit, Finding Site Plan Review or Variance that may be required from the Planning Board or Zoning Board of Appeals.  The Building Commissioner stated she was not sure what information or questions Mr. Laroche had for the Zoning Board of Appeals.  The Board could not design the project for the owners.

David Beaudoin stated the Board holds an advertised public hearing on any application that is received after first notifying the abutters to the property, other Town Departments and Boards and surrounding Towns.  

Ron Fussell asked if he correctly understood the addition of the apartments would not involve any exterior changes to the existing building.

Andrew Laroche stated the roof would be raised on the building.

David Beaudoin stated if the Building Commissioner/Zoning Enforcement Officer determines that an application must be submitted to the Zoning Board of Appeals a public hearing would be held and any questions or concerns the Board had concerning the plans submitted with the application would be addressed at the public hearing.

B.J. Church advised Mr. Laroche to submit the plans to her for review.  

8:30 Frank Carey moved to adjourn.

David Jarvis seconded the motion.

It was so voted, unanimous.
