MONSON ZONING BOARD OF APPEALS
MINUTES SEPTEMBER 22, 2011
MEMBERS PRESENT: David Beaudoin, David Jarvis, Tere Hrynkiw, John Martin and Ronald Fussell.
MEMBERS ABSENT: Frank Carey and Scott O’Neill
Tere Hrynkiw moved to accept the minutes of August 25, 2011 as presented.
David Jarvis seconded the motion.
It was so voted unanimous.
7:50 Public Hearing for a variance as required in Section 3.3.4 of the Monson Zoning Bylaws to extend an exterior wall along the same non-conformity as the existing non conforming accessory building located at 17 Lakeside Drive, Monson. The applicant is Carrlane Quackenbush owner of the property. The legal notice appeared in the Republican Newspaper the weeks of September 5 & 12, 2011 Case No: D – 2011.
Present representing the applicant were Larry Tuttle, Architectural Insights and Craig Sweitzer, Sweitzer Custom Builder.
Larry Tuttle stated presently Mr. Quackenbush has a single bay garage that does not meet the zoning setbacks along the southerly side. It is proposed to add a second bay to the garage, maintaining the existing non-conforming setback.
Craig Sweitzer stated the new construction will not encroach more than the current structure and will meet all other setbacks required by the Zoning Bylaws.
The Board received correspondence from the Monson Water & Sewer Dept. stating the proposed construction does not impact the Department’s sewer easement.
The Board received correspondence from Kevin McNabb the abutter most impacted by the proposed construction stated he had reviewed the plans and has no objections to the project.
David Beaudoin stated when the Board members made a site visit they observed something protruding from the ground at the rear of the existing garage he questioned if the property owner had determined what it was?
Craig Sweitzer stated he spoke with the Fire Dept. but they do not keep records. It is proposed to very carefully excavate the area to determine what it is.
David Beaudoin stated he did not see a problem with the proposed project.
David Jarvis moved to close the hearing at 8:10 P.M.
David Beaudoin seconded the motion.
It was so voted unanimous.
David Jarvis moved to grant the variance for 17 Lakeside Drive to extend the existing non-conforming garage for a second bay maintaining the same non-conformity with conditions including:
The construction shall be in strict conformance with the plan submitted.
The decision of the Board shall be recorded at the registry of deeds.
All applicable federal, state and local codes shall be adhered to.
David Jarvis moved to adjourn at 8:40 P.M.
Tere Hrynkiw seconded the motion.
It was so voted unanimous.
