MONSON ZONING BOARD OF APPEALS
MINUTES SEPTEMBER 16, 2010

MEMBERS PRESENT:  David Beaudoin, Kevin Biermann, Frank Carey, John Martin, Tere Hrynkiw and Scott O’Neill.

MEMBERS ABSENT:  David Jarvis.

The Chairman convened the meeting at 7:30 P.M. and the Board signed the bill schedule.  

Kevin Biermann moved to accept the minutes of August 19, 2010 as presented.

Frank Carey seconded the motion.

It was so voted unanimous.

Case F – 2010 Adams Hometown Market.

At 7:45 P.M. the Board discussed the application from Adams Hometown Market for a special permit for signage that exceeds the minimum amount of signage allowed on the site and exceeds the minimum size allowed for a single sign.   The Board closed the hearing at the Zoning Board meeting held on August 19, 2010 and took the matter under advisement to allow the applicant time to submit revised calculations showing the total square footage of existing signage on the site and the total square footage of signage proposed.  The Board also asked the applicant to explore the possibility of different colors for the neon sign.

Ross Williamson submitted the revised calculations for total signage on the supermarket building, the free standing sign and the small sign on the south side of the entrance driveway.  The total existing signage is 286 square feet.  The total square footage of the proposed new signage is 366.5 square feet.  Mr. Williamson stated he found a company that could do green lettering for the neon sign rather than red and a dimmer could be added that would tone down the color.  

Frank Carey stated the Board also made it clear to Michael O’Grady during the public hearing that the sign bylaw does not allow flickering or flashing lights.  Mr. O’Grady stated at that time the sign would probably be changed on a daily basis.  
Harold Leaming stated he would suggest a representative from the Board go with him to check the intensity of the neon sign with a light meter once it is installed.  This would give the Board a baseline and make regulation and enforcement that much easier.  

Frank Carey moved to approve the special permit for signage that exceeds the total maximum square footage of 100 square feet and a single sign in excess of 20 square feet as provided for by Section 5.3.4 of the Monson Zoning Bylaws with conditions:

  • In accordance with 780 CMR the size of the building dictates that the work involved with the signage shall be controlled construction.
  • The Board reserves the right to approve the intensity of the proposed green neon signage that shall be checked by means of a light meter by the Zoning Enforcement Officer and representatives of the Board.
  • The signage authorized in this decision shall be turned off half an hour after the store is closed.  The delay in turning off the signage is to allow the staff to safely exit the premises.
Kevin Biermann seconded the motion.

It was so voted unanimous.

With no further business Frank Carey moved to adjourn at 8:35 P.M.

Tere Hrynkiw seconded the motion.

It was so voted unanimous.
