Open the Meeting: The meeting was called to order at 3:30 p.m.
Accept the Meeting Minutes: Joe made a motion to accept the November 18 19, 2015 meeting minutes. Marty seconded the motion. Motion passed unanimously.
OLD/NEW BUSINESS:
Water & Sewer Rule and Regulation Proposal ~ Craig had no additional information for the Board regarding the Common Water or Sewer Connection regulation proposal.
GIS (Geographical Information System) ~ Tighe & Bond completed editing the Water GIS information in October and now Craig is almost finished reviewing the Sewer information. So far he has uncovered only four instances where manholes were misnamed on the original phase one sewer record plans. Out of roughly 800 manholes that is very good. Craig will be sending all the edited check plots back to Tighe & Bond along with additional prints to scan of the High School, Quarry Hill School, Beebe Road Extension and the Macomber Road extension. A website hosting fee is paid to T&B which allows us access to the GIS maps but with the proper software we could access and interact with maps in the field using a tablet. Craig and Tom have all the record plans and valve
maps stored on their phones in pdf format but it is difficult to quickly access the map you need. The new software would make it easy. In a related matter, Craig informed the Commission that the conversion of individual service drawings to Auto Cad is at a standstill since Jan DeMaio’s resignation in November 2014.
Main Street Jetting ~ Normally, we bring in an outside contractor (OJS) to jet Main Street but this year we just couldn’t make our schedules coincide and it was getting late in the season so we performed the job ourselves using the new Mongoose jetter. It took us twice as long to complete as ours is a much smaller unit and it can only carry 300 gallons of water. Normally, we use the Fire Department tanker which allows the jetter to be refilled onsite but unfortunately there were no tanker qualified drivers available that day.
Sewer Back Up Wayne Road~ The office was contacted on Thanksgiving Day by the owner of a home on Wayne Rd. The owner explained he experienced a sewer backup on Thanksgiving but was able to get a plumber (Doug North) to respond who in turn unclogged the line. Doug suggested the owner let us know so we could investigate the condition of the sewer main. On November 27 Tom was onsite and verified the main was not clogged. On Monday, November 30th, we brought out the jetter and the sewer inspection camera to Wayne Rd. The main line was cleaned from manhole to manhole and at the same time we flushed the owner’s sewer service line with water from a hydrant. The camera inspection revealed nothing broken or in need of repair however the owner’s service line appeared
to be installed quite flat and could have used additional pitch. Customer was advised to take precautionary measures and routinely flush the line and we would also make it a point to flush the mainline as well on yearly basis. Overall, the camera worked flawlessly. Craig recorded a video of the inspection, transferred it to a flash drive which he then transferred to the office computer. He then copied the video onto a CD which gave to the owner.
Department Activity
Indoor Maintenance ~ now that Palmer Paving is closed the department will be moving forward with indoor maintenance.
FY2017 Budget ~ the Town Accountant has announced Wednesday, December 23 to be the first deadline for budget submittals. Craig will request an extension to allow for a more accurate submittal.
