Open the Meeting: The meeting was called to order at 3:30 p.m.
Accept the Meeting Minutes: Joe made a motion to accept the March 18, 2015 meeting minutes. Marty seconded the motion. Motion passed unanimously.
OLD/NEW BUSINESS:
FY2016 Budget/Rates ~ Craig met with FINCOM Monday April 6, 2015, everything went well, Craig explained the rate structure in which the Debt Service Fee is based on loan payments, leaving operating costs to be covered by usage and rates. The April bill will include an explanation of the water billing structure that takes effect April 1, 2015.
Hospital Road Pump Rehab Project ~ review of some initial electrical specifications and drawings is still ongoing with Tata & Howard (T&H), the process could take longer as they have a sub-contractor for the electrical, there appears to have been some miscommunication back and forth between them.
Department Activity
Sewer Jetter ~ the Mongoose Jetter start up took place and included jetting a section of sewer main on Park Avenue. Craig was very pleased with the operation and ease of use of the machine.
Meter Reading ~ Quarterly meter reading for January through March usage was finished; bills are due to go out April 28th.
Consumer Confidence Report (C.C.R) ~ the water quality report for 2014 has been prepared according to the Mass DEP requirements. The CCR will be mailed with the April billing to meet the delivery deadline.
United States Department of Agriculture (USDA) Loan and Grant Documentation ~ Steve Bonavita from Rural Development came out earlier today with various RD forms requiring signatures for the Wastewater Pump Station Improvements, the loan rate went down to 2.75%. Chair of the Board of Selectmen Ed Harrison, Town Administrator Evan Brassard, and the Fire Chief (who is also receiving funding) were present.
Worcester Trade Show ~ Craig and Tom attended the annual water works show and learned about a new process for rehabilitating old pipes that would be perfect for some of our mains. The Kinsley Power representative spoke to Craig concerning the advantages of a maintenance contract and testing the generator under a load bank during service.
