Open the Meeting: The meeting was called to order at 6:30 p.m.
Accept the Meeting Minutes: A motion was made by Joe to accept the November 13, 2013 meeting minutes, motion seconded by Paul. Motion passed unanimously.
OLD/NEW BUSINESS
Sewer Inflow & Infiltration (I&I) ~ The final invoice from Amethyst for Phase II (8,754 ft. from Bliss St. to Herb Murray’s Garage) has been received. Phase II had a pipe joint failure rate of 16.8%, Phase I was 15.7%. Craig summarized the expense breakdown on a separate sheet (attached). Phase I (Herb Murray’s to Car Wash) covered 4,731 ft. and totaled $61,941.10. The estimate for Phase III (5,946 ft. Car Wash to Fenton Road) is $44,484.00 or $7.50/ft. As discussed, this stretch will be more difficult and costly due to manhole depth and the need for 2 police detail officers daily while on Route 32. We have sufficient funds available in the I&I Account. After completing the next two phases, focus will turn to testing and sealing the smaller pipelines
in known wet areas.
Hospital Road Station ~ An issue was discovered on November 25th, the Monday before Thanksgiving. The lower pump room had flooded. Evidently, the sump pump system that removes the pump seal cooling water and building drain water failed. We are still waiting on the electrician to determine what actually caused the failure. There weren’t any leaks in the piping, the sump pumps just stopped functioning and the internal alarm in the panel did not go off. Carl Lagrant estimates replacing the flooded control panel components to cost about $1,300 vs. $1,600 to replace the entire panel. He also suggested installing an additional high water level float switch connected directly to the stations auto-dial alarm panel. Total repairs will be approximately $3,500.
The 15 year old pump room dehumidifier had to be replaced; we repaired the seal water booster pump by replacing the pump starter switch and capacitor; Lagrant replaced all of the electrical outlet plugs.
Preliminary FY2015 Budget ~ a few line items within the operating budget may require some adjustment; the number of back flow devices has increased, the GIS electronic mapping program has an annual hosting fee. It does not appear the telephone line item will be impacted to cover the proposed Verizion Wireless package due to the savings from switching from AT&T to Verizon and the town wide provider change. Projects include the Bethany Rd. Well cleaning, last done in 2008; the efficiency has dropped a little, this is within the recommended 5-year timeframe and should be straight forward. Sewer Surplus should cover a much needed Sewer Jetter replacement. Lastly is an enclosure for the generator.
Department Activity
Liens ~ approximately 116 liens took place on FY2013 Delinquent Balances.
Tree Removal ~
Craig contacted Northern Tree about removing the big trees near the Palmer Road Pump Station ($4,500 estimate).
Fire Hydrant Flow Test ~ a flow test was performed at 224 State Avenue (M.D.C. Pine Ridge Building) Thursday, November 21 for the purposes of designing a residential fire sprinkler system for that location. This will require another backflow device under plumbing code.
Main Street Jetting ~ yearly jetting maintenance was completed with the help of Mark Kline at OJS.
Palmer Road Pump Station ~ since we had the pump changed at the end of April, there have been no problems. GPM output has remained steady and consistent.
