Open the Meeting:  The meeting was called to order at 6:30 p.m.

Accept the Meeting Minutes:  A motion was made by Steve to accept the February 26, 2013 meeting minutes, motion seconded by Doug.  Motion passed unanimously.

OLD/NEW BUSINESS

Mechanic Street ~ as of now, we are waiting for final references prior to awarding the bid.  AJ Virgilio Construction, Inc. has provided additional references and excellent letters of recommendation.  They have not completed a project like ours before but given their experience and the number of unique projects they have done it appears they would be able to handle this job.  If there are no red flags among the final responses, Tata & Howard (T&H) will send us a recommendation to award and we can proceed.

FY2014 Budget ~ next Monday, March 18th Craig will meet with FINCOM, to the best of his knowledge there is no need for the Commission to attend, as always, they are more than welcome if they choose.

Portable Generator ~ the generator has been delivered and is registered.  The Kohler Technician is scheduled to come out April 4th to do the startup, which includes installing the battery, fueling the unit and testing it at the pump stations.  Paul Hebert from Lefleur Electric has been out and wired the plug we will use to connect the generator to the pump stations.  He also reconfigured the existing receptacle at Bethany to accept the plug which corrected that previous problem.  Craig and Jan towed the generator to the stations to adjust the electric brake bias and be sure there were no issues getting the unit to our stations; the Bunyan Rd. Bridge was no problem and we were also able to drive it around the Bethany Rd. Pump Station building.  The Commission discussed storage, it has a fully weatherized compartment around it, however all agreed it would be better to store it under cover and at a centralized area.  Craig will look into storage options.

Department Activity ~
Water / Sewer Repairs ~ a situation has come up with a private line on Margaret Street which feeds four additional houses.  On August 20, 2012 the department was called to 75 Margaret St. to investigate a leak in their driveway.  The W&S Department informed the wife of the homeowner the leak was located on their property, therefore their responsibility.  On March 11, 2013 employees of this department stopped by to check on the status of the leak, the homeowner was again reminded it was their responsibility to repair the leak as it was on their property and that it could not be allowed to leak indefinitely.  The leak is on a 2” private line on private property, the line also continues through his property and services four additional houses, it was installed in 1908 and more than likely when the property was family owned.  Until it is repaired there is no way of knowing if this is the only leak, regardless the situation needs to be fixed.  The Commission agreed a letter needs to be sent to the homeowner requesting a firm commitment that repairs will be made by March 31, 2013 or we will be forced to take steps to shut off water service to their home.  Craig will be attending a WMWW meeting Wednesday evening and will ask how other departments handle private property leaks.

Appreciation Letter ~ A Thank You card was received from Robert Nasiatka extending his sincere thanks to the Monson Water Department, specifically to Tony Dart and Tom Murphy for outstanding service.  Their professionalism, high quality of work, and timeliness of service is noteworthy for repairing and restoring water the same day to their home at 121 Palmer Rd.
