Open the Meeting:  The meeting was called to order at 6:00 p.m.

OLD/NEW BUSINESS
Cross-Connection Control Program ~ the recommended Cross-Connection Control Program prepared by Craig (based on the State model) proposed for adoption by the Board was discussed by the Commission.  Craig also prepared a flow chart that illustrated the timeline of the approval process from the initial survey through the violation procedure.  If a violation occurs, within 30 days of receiving a Survey Violation Notice a plan must be submitted, there is a 14 day review process, if the plan is approved installation must take place in 30 days and re-tested within 14 days, if it fails a Termination Notice is issued, and must be in compliance within 5 days or service is terminated.  If the Plan submitted is not approved, a plan must be resubmitted in 14 days, if not a termination notice will be issued and must be in compliance within 5 days or terminate service.

A motion was made by Steve to adopt the Cross-Connection Control Program as written.  Motion seconded by Doug.  Motion passed unanimously.

Rules and Regulation ~ Updates to the Cross Connection Program require an update to the Rules & Regulations to accommodate the fire sprinkler lines.  Craig explained how the water lines were installed at the new residential group homes in town, one line is installed to the basement with an adapter and valve inside then it tees to the domestic and fire line thus minimizing stagnant water.  1” lines were run for the group homes on Main St., and Pine St., 2” lines were run at McCray Circle and Whitney Ave. due to the distance.  Craig held a Backflow meeting today at the Fire Station, in attendance were the Plumbing and Building Inspectors, Fire Chief, and Bob Flagg our Certified Cross Connection Surveyor.  Section 2 under VI Use of The Public Water System currently reads “All persons are forbidden to connect with any main or service pipe on the public water system side of the water meter.”  Craig proposes adding “unless written permission is granted for said connection by the MW&SD for the sole purpose of a residential fire sprinkler line.”

A motion was made by Steve to amend the Monson Water & Sewer Department Rules and Regulations (Water) to read “2.  All persons are forbidden to connect with any main or service pipe on the public water system side of the water meter.  However, the MW&SD may grant written permission to allow a connection on the public water system side of the water meter for the sole purpose of a residential fire sprinkler system through its Cross-Connection Control Program.”  Motion seconded by Doug.  Motion passed unanimously.

MW&S Staffing ~ Interviews were conducted with 4 of the 17 applicants for the Laborer Position.  One in particular stands out from the rest due to his strong background and experience; he seems to know more than the average applicant when it comes to information about our field, and seemed to be a self-starter and motivated.  His work experience includes Construction, Military, Firefighter, and Mechanical.  Equipment includes backhoe, bobcat, crane-forklift, truck driving and power equipment maintenance and currently has a Hoisting license and DCL permit.  The other applicants interviewed included a young man with limited work experience due to his age, but showed a genuine interest in the position and willingness to work but would require considerable training.  The third applicant had acceptable Building Maintenance and Supervisory experience with basic job knowledge and would be capable of learning the job, he is located out of town, but relatively close and demonstrated good experience with customers.  The fourth applicant showed no job knowledge pertaining to this position, or experience with power equipment or mechanicals and seemed better suited to an Engineering type position as he possess a Bachelor’s Degree in Environmental Science, Regional Planning with a Minor in GIC and an Associate’s Degree in Liberal Arts & Sciences.
The Commission discussed the range of pay within the 10 Steps of the Union Guideline for the Grade 2 position, although the applicant holds a Hoisting license that would be helpful, it is not required for the position, however because he appears capable requiring little training and shows more knowledge than average applicant and has strong background experience the Commission agreed to offer the position at Step 5.  Craig will contact the applicant with their offer, if he accepts Craig will follow up with contacting references.
