Open the Meeting: The meeting was called to order at 6:30 p.m.
Accept the Minutes: A motion was made by Steve to except the October 26, 2011 meeting minutes. Motion seconded by Joe. Motion passed unanimously.
OLD/NEW BUSINESS
Special Town Meeting (STM)~ All of our department articles passed. FINCOM passed over the article that would have transferred money from the sewer enterprise free cash account to pay the remaining 25% (not reimbursed by FEMA) of the Paradise Lake & State St. easement clearing costs because the final numbers have not yet been determined.
Craig is gathering information to build a specification for the tow behind generator to be used to power the Bethany or Bunyan Road wells. Tata & Howard will assist in the process. Craig wants the spec to include not only the proper size but also performance criteria i.e., clean power, noise level and fuel efficiency.
Craig has contacted the Computer vendor, CMD Technology Group who handles the Town of Monson computer network and backup services to get the replacement computer work stations and updated software in place.
Department Activity~
Discuss / Updates regarding Tornado Damage ~ Another house is slated to be demolished on Washington Street. Bethany Road rebuilding is still underway, 6 (Slozak) and 15 (Lin Zhao Xing, which used to be Stockman). Sewer needs to be installed at 11 (Mecham).
October Storm Damage ~ All pump stations were without power as of Sunday (Oct. 30th) morning. At that time the water tank levels were verified, Craig ordered fuel deliveries from Squires (300 gallons to Hospital Road Station, and 200 gallons to Palmer Road) so there would be enough fuel for an extended run time. The diesel at the Hospital Road sewer station (auto start and transfer) ran with no issues, the 1966 direct drive diesel at the Palmer Road station was started on Sunday and ran for 48 hours with no problems. It could have been shut down Monday morning; but Craig opted to leave it in diesel mode to avoid pressure surges in the event power was going to be turned off and on. Power was restored to the Hospital Road sewer station 2 hours after we fueled it. Initially
water consumption was way down as people were without power everywhere and the Palmer Road well was filling the tank all by itself. However, once power was restored on Main Street and hot showers were available at the school shelter, the demand quickly increased, and kept increasing Tuesday into Wednesday. At the Tuesday and Wednesday Emergency Operation meetings Craig expressed the need for power to be restored to either Bunyan or Bethany in order to meet with demand and handle a possible fire emergency. Bunyan was back on line Wednesday evening and Bethany was restored on Thursday evening. Friday evening power was restored to the tank vault. The tank vault transmits a radio signal communicating the tank level to the well stations letting the wells know when to turn on and off. Our small potable generator easily powers the tank vault. Craig reports everything ran very well, there were long days but everybody handled it well and worked
through it.
Water Line Repairs ~ The water line was replaced curb to house at 7 Lincoln Street, the previous owner opted not to replace the line to the multi-family at the time of the Green St. project. The new owner, which was a tenant at the time bought the property, a new cement sidewalk that was put in had to be removed to accomplish this task.
New Construction ~ Sewer into the Group Home at 300 Main Street (Lots 8 & 9) has been completed. The second Group Home will be off of Whitney Avenue.
