Open the Meeting:  The meeting was called to order at 6:30 p.m.

Accept the Minutes:  A motion was made by Steve to except the September 21, 2011 meeting minutes.  Motion seconded by Joe.  Motion passed unanimously.

OLD/NEW BUSINESS
Fenton Road Repair ~ Mark Gawron stopped down at our office to ask some additional questions regarding the private water line.  Mark wanted to know the location of the line as it crossed Fenton road.  Craig said he would mark out and flag the shut offs and valves that we have record of.  Mark also asked if he were to drill a well, what would his responsibility  be then.  Craig advised him lawyers would ultimately determine such issues.  The Fenton Road residents group has not met yet, although Mark added his wife is in the process of sending the bills out for the repair.  The Commission discussed the similarities of Lakeshore Drive, where the neighborhood pays a yearly fee to handle road repairs.  

S.R.F. EPA AARA DWSRT Project Inspection ~ Audit took place on Monday September 26, 2011 at 8:00a.m., and was completed 3 hours later.  EPA Headquarters asked the Cadmus consulting firm to conduct the project inspection to verify compliance with the AARA requirements; documents reviewed included plans, spec, change orders and submittals.  Davis Bacon provision (weekly payrolls, employee interview documentation, wage determination etc.).  Buy American provisions (waivers, manufacturer’s substantial transformation evaluations, etc.) and a site visit was completed.  Information collected from this inspection will be used to determine if additional inspections are required throughout the state.

Discussion Regarding Possible Chlorination Continuation ~ There were no guests for public discussion.  The DEP probationary period ended October 2011, it is up to the department to continue or stop.  Craig explained the chlorination adds a small amount to the workload but it is offset by the disinfection it provides in regard to breaks on our system and the perfect sampling which keeps the DEP happy.  The Commission agreed, considering the lack of complaints, to continue into next year especially with all the rebuilding and new service activity going on.  A motion was made by Joe and seconded by Steve to continue chlorination on a preventative maintenance basis until October 2012.  Motion passed unanimously.

Department Activity~
Discuss / Updates regarding Tornado Damage ~ The Water and Sewer services at 18 Washington Street were cut and capped today.  Water & sewer services were brought into the foundation of 8 Stewart Avenue.  The process of getting customers back on line is picking up; tomorrow will be spent addressing 19 & 21 Bethany Rd.  Things are ramping up, Craig replaced a cellar valve in preparation for work at 10 Stewart Avenue and 11 Bethany Road is expected to be done before winter.  

Water Line Repairs ~ no updates

Road Projects~ Dig Safes have been completed for Margaret Street, Water & Sewer has been marked, the MW&SD is all ready for road reconstruction to begin.

M.D.C Pine Ridge~ M.D.C. plans to make the Pine Ridge building a Group Home, the project to extend water & sewer service from State Avenue to the building is ready to start.  The Pre-Construction meeting is scheduled for tomorrow.  As a result of the growing number of Group Homes serviced by the water & sewer system, the Commission discussed the need to implement a Group Home sewer billing policy.  Currently there is one on McCray Circle; three more are on their way in addition to this one.

Special Town Meeting (STM)~ Information is needed in order for the selectmen to develop a plan regarding scheduling a STM, their next meeting is Tue., 10/22/2011.  Possible article requests include:
        1.  The need for a tow behind generator to be used to power the Bethany and/or Bunyan Road wells.  Storage proposes some challenges as the bays are full and it would be our intent to keep it out of weather.  When last quoted a Kohler unit was $62,000 two years ago, Craig will get updated pricing.
        2.  In the event legislation does not authorize the State to pay the 25% not covered by FEMA an article should appear for funds to go toward paying the 25% of the Tornado related Sewer Easement Clearing not covered by FEMA.
        3.  The replacement of three out dated computer work stations and updated software, currently running Office 2002.  This would be essential prior to proceeding with the update of the Meter Reading Program.
        The Commission discussed that the FY2013 Budget needs to include a Utility Truck to replace the 2001 12 year old truck which would be retained for plowing.  A replacement vehicle is expected to run between $45-50,000.

NEXT MEETING:  The next meeting has tentatively been set for Wednesday, October 19, 2011 at 6:30 p.m.

ADJOURN:  A motion was made by Doug to adjourn at 7:20p.m. from Open Session to go into Executive Session and not return to Open Session.  Motion seconded by Steve.  Motion passed unanimously.
