Open the Meeting:  The meeting was called to order at 6:30 p.m.


Accept the Minutes:  A motion was made by Joe and seconded by Steve to postpone acceptance of the April 20, 2011 meeting.  Motion passed unanimously.

OLD/NEW BUSINESS:
Finance Committee ~ Craig thanked the Commission for meeting with FINCOM on his behalf.

Chlorination Equipment ~ Equipment is all installed, time has not permitted a trial run yet.  The plan is to start implementing the pro-active program of adding very low levels of chlorine next week continuing thru the warmer months into September/October to avoid down time on wells and bacteria hits which would result in chlorinating indefinitely.  Programmers have not come out yet; Craig contacted the DEP about filing for extensions on some the requirements and was advised to do so via an e-mail request.  Craig also spoke with Dan LaPrade regarding the effect chlorine could have on lead & copper sampling in June.  Normally Sodium Carbonate (Soda Ash) only is added to adjust the water to a non-corrosive pH which has been effective at reducing lead and copper concentrations.  The lesser of the two evils is to chlorinate vs. risk a bacteria hit.

Department Activity ~
Annual Statistical Report (ASR) ~ Report has been completed and electronically filed.

Town Office Sewer Line Repairs ~ took place on 4/21.  Everything went very smoothly.  The clay pipe was removed and replaced with cast iron which was re-graded to ensure adequate pitch.  Bob North supervised and inspected the operation, the Highway Department supplied the backhoe/operator and we provided the labor which saved the Town a significant amount of money.

Water Line Repairs ~ Craig showed the Commission the piece of copper pipe with the 1/8” hole from 41 Bethany Road, surprisingly water was not bubbling up at 140psi, luckily the homeowner called concerned he could hear water running in the basement, repairs were on our side of the curb stop.  The fourth repair will take place tomorrow; 188 Palmer Road service has been shut off, water is being supplied from a temporary service, since this service has been shut off Craig has noticed a difference in pumping.  Patching was done Friday 4/22 at 30 Palmer Road, some work remains to be done on the customer’s side.  29 Bethany Road service replacement took place Monday 5/2, the homeowner hired William Cadiuex for excavation work, 200 ft of water line was replaced.

Leak Detection ~ time has not allowed continued house to house leak detection.

Future Water Line Repairs ~ on hold until Bethany Road is squared away

Road Projects ~ Craig spoke with John Morrell and after looking at pavement costs is concerned that after the Margaret Street from Thompson to High he may not be able to do Bethany Road this year, if not this year it defiantly will be next year.  5 services on Bethany Road were marked out main to curb; there may be 2-3 more that need to be addressed, and perhaps a fire hydrant on the curb line.

ADJOURN:  A motion was made by Steve and seconded by Joe to adjourn from open session to go into executive session at 7:15 p.m.  Motion passed unanimously.
