Open the Meeting:  The meeting was called to order at 6:30p.m.
Accept the Minutes:  A motion was made by Joe and seconded by Steve to accept the November 13, 2009 meeting minutes.  Motion passed unanimously.


OLD BUSINESS:
SRF Project Update/Tank Rehab ~ Staging is down, project activities include site touch ups, welding and painting of standoffs for mixing system and finally the installation of the mixing system.  Weather has not been much of an issue, the interior is curing, max is 2 weeks, 1 week has passed, and minimal heat is running.  Merrithew reports are again very thorough, a 20-25 years is the life expectancy of this rehab.  Craig showed the commission pictures of the modifications made to the overflow box.

Chlorination Equipment ~ Craig spoke with the rep today and he believes the quickest way to get MassDEP approval will be the 10 day pilot program.  It looks like approval letters from the other three states the unit is installed in will take months.  If they could have documented approval in three other states, they could get MassDEP approval through a simple application process.  Fortunately, Bob Flag has agreed to do the pilot test at MDC.  It won’t take long once approved State wide we are good to go.  Craig would at least like to get chemical feed pumps so if something happens, they are ready to go, the Commissioners agreed.  Craig is pleased there were no hits on the latest bacteria samples.

Sewer Inflow & Infiltration (I&I) Remediation ~ Easement language has been sent to the Haley’s who are probably waiting for their lawyer to review.  Craig is meeting with ConComm Wednesday December 9th to find out what will be required to get under way.  Unfortunately things are moving slower then hoped.

Margaret Street Sewer Brook Crossing ~ Northern Constructions proposal should arrive any day.  Craig will discuss it with the ConCom, it is expected to be a one day project.

Mechanic Street Water Main Relocation ~ Craig is meeting with another Engineering Firm Monday morning, this is a smaller firm and may come in with a lower price.

Water & Sewer Liens ~ December 1st, Dorothy P. Jenkins Town Collector advised she will be printing 2010 Real Estate Tax Bills on December 18, 2009 and with the Commissions approval, liens on 2007, 2008 and 2009 Water/Sewer Delinquent Balances could appear on the bills being mailed out, a list of 72 accounts has been provided.  In the past the Commission discussed the importance of reviewing the accounts and having input on all/any correspondence. June 2, 2009 the Collectors Office sent out Demands with approved Tax Payer Message.  However, on July 1, 2009 the Collector sent out Delinquency Letters without our input.  The Commission would like to send out one last Final Notice with an explanation of how the lien can be avoided if all past due water and sewer charges, including penalties and interest are paid in full by X date.

Department Activity ~
~ Craig is working on the Emergency Response Plan, which is a total revamp plan.
~ Palmer package has been sent with FY2009 revised 4th Quarter payment – No updates.
~ Don Tata, Tata & Howard meeting will be postponed until January due to scheduling and illness.
