Open the Meeting:  The meeting was called to order at 6:35 p.m.
Accept the Minutes:  A motion was made by Joe and seconded by Steve to accept the June 24, 2009.  Motion passed unanimously.

OLD BUSINESS:
S.R.F. Project ~ Tank Rehab ~ Bid opening will be in three weeks (July 22, 2009).
Bethany Road ~ Craig is expecting a representative from the chemical feed pump company (Lutz-Jesco) to be onsite tomorrow to test a few things with regards to the flow pacing issue.

Palmer Road Well Pumping Capacity ~ Peter Maher contacted Goulds, and advises Goulds will disassemble and inspect the pump at their Mississippi shop and provide a report detailing the condition of the pump and equipment.  The Water Dept. would be responsible for removal, freight and reinstallation, estimated to cost $6,000.  Goulds will replace any defective parts, however if problems that are caused by water quality, minerals or sand they will not.  With regards to timing, Craig explained it wouldn’t have made a difference if they were called earlier as the warranty states that the purchaser shall assume all responsibility and expense for removal, reinstallation and freight regardless.  Since the pump output has remained consistent so far and not dropping like before, the Commission agreed they don’t see a benefit in pulling it out right now, and that we should closely monitor it for the next month or two.  The possibilities of switching to a submersible pump set up were discussed again.  The switch does make sense considering the issues with the well seal and out of plumb casing; however station modifications would be necessary, the Commission will have to wait and see.

Sewer Inflow & Infiltration (I&I) Remediation ~ Sherman & Frydryk’s wetland scientist has marked the wetlands.  Due to the weather and the short week their survey crew has not been onsite yet.  However, Don called to say they are scheduled to come out Monday July 13th.  Cleaning, testing and sealing may have to wait until the Spring.

Tom Out / Summer Help ~ Assistant Superintendent Tom Murphy will be out for longer then planned.  Matt Pilon who is part of the Pathfinder WIA Summer Stimulus program will be working until August 21st.  He is 17-18 years old and has been helping Randy with assorted tasks.  Craig feels it may become necessary to bring someone in on a part time basis that has some experience in the water works field.

NEW BUSINESS:
Flows / Leaks ~ June 2009 was our lowest water pumping for the month of June since tracking it on the computer, water volume is down, people must be conserving and using less.  Flows have also been the lowest in the past 3-4 years in waste water; this could be because of the I&I Remediation on Palmer Road.  Another contributing factor is the inflow problem MDC found and addressed, they went from an average of 6 million a quarter down to 2.9 million a quarter.

Habitat for Humanity ~ Craig and Randy will be volunteering their time Saturday, July 11th for the new home at 2 Palmer Rd.
Water Superintendent ~ Craig informed the Commission of a recent classified add for a Water Superintendent in Orange which is similar in size as Monson.  Salary starts out at $55-65,000 a year, with no Sewer and supervises 3 men.  The Commission encouraged Craig to collect documentation for future negotiations.

Water Break July 3rd ~ Friday before the Summerfest Craig was called by the Police Department advising him of a water leak in front of the Woodbine complex, Craig and Randy worked on the holiday to address the situation.  Businesses were cooperative as water had to be shut off.  This was our seventh service line leak we have repaired this year.

NEXT MEETING:  The next meeting has been set for Tuesday, July 21, 2009 at 7:30a.m.

ADJOURN:  At 7:10 p.m., a motion was made by Steve and seconded by Joe to adjourn from open session to go into executive session for the purpose of discussing pending negotiations and not to return to open session.  Motion passes unanimously.
