Open the Meeting:  The meeting was called to order at 6:30 p.m.
Accept the Minutes:   A motion was made by Doug and seconded by Marty to accept the meeting minutes of November 20, 2007.  Motion passed unanimously.  

OLD BUSINESS:
S.R.F. Project ~ Tata & Howard (T&H) has sent us the amendment to our engineering agreement which includes additional work for the SRF project.  The work includes subcontracting with a qualified engineering firm for design of the new radio telemetry system.  In addition, the work includes incorporation of a steel tank design in the specifications and drawings as an alternate tank material.  The total not to exceed fee for the additional work is $12,000.  This includes a total not-to-exceed fee of $7,500 in subcontractor costs.

Palmer Bill / Letter ~ To date, there have been no written responses to the letter sent documenting the concerns regarding FY07 O&M Costs.  However, Craig received a phone call from the Supervisor of the Plant, Gerry Skowronek.  In the spirit of good faith, 1st Quarter Payment for the estimated share of O&M costs for fiscal year 2008 will be processed.  Craig prepared a letter stating payment of the bill is in no way intended to be construed as acceptance of the outstanding issues.

Bethany Road Pavement Repairs ~ Pavement repairs caused by the November 19th water break were done by Palmer Paving.  Craig explained to the Commission he and John discussed waiting until spring, but decided we would get a cheaper asphalt price if we had the repairs done now.  The estimate was approximately $45,000 for the 250 feet of road that was replaced.  The extreme thickness of the existing road (8”) was the primary cause for the high cost of replacement.  Craig will meet with FINCOM to transfer $20,000 out of emergency reserve, and the rest will have to come out of our existing budget.

Town Meeting Articles/Projects ~ All the Water & Sewer articles went through with little concern.  Craig is finalizing tree clearing at the Bethany Road Well property, DP Carney will be proceeding with Palmer Road Station Roof Repairs which may take place as early as next week.  

NEW BUSINESS:
Laborer Position ~ Discussion took place on the termination of Daniel Sheldon.  Doug made the motion to approve the termination of Daniel Sheldon as allowed under “Article 7 – Probation Period” of the current agreement with AFSCME effective Friday, December 7, 2007, Marty seconded motion.  Motion passed unanimously.  
The position will be posted within the Union, and advertised thereafter.  

NEXT MEETING:  The next meeting has been set for Wednesday, December 19, 2007 at 6:30 p.m.

ADJOURN:  At 7:45 p.m., a motion was made by Doug and seconded by Marty to adjourn.  Motion passed unanimously.
