Members Present: Stephen C. Lobik Chairman, Vice Chairman Douglas R. North, Clerk Marshall L. Harris
Superintendent: Craig W. Jalbert
Secretary: Dale Barnes-Johnson
Open the Meeting: The meeting was called to order at 6:30 p.m.
Accept the Minutes: A motion was made by Doug and seconded by Marty to accept the meeting minutes of July 18, 2007. Motion passed unanimously.
OLD BUSINESS:
S.R.F. Project ~ Updates: Craig met with South Hadley’s Superintendent and got a good look at their SCADA and telemetering system. It is very impressive and Craig appreciated the small step building block approach they took to construct it and feels it is something Monson could easily aspire to in the future. In regard to our immediate concerns, the FM radio frequency telemertering system they use proves to be very accurate and works nicely from tank to pump station automatically turning the pumps on/off when necessary. The question was raised as to whether we could have a monitoring capability in our office. Craig felt this could be accomplished; an antenna and communication hub would be required at the office. Craig will be contacting the contractor who installed South
Hadley’s system to determine if the system is viable for Monson.
Ely Road – trees will need to be cleared near the existing land to allow test boring of soils to complete the design.
Sewer System ~ Update: Monson Developmental Center’s newly installed sewer meter appears to be accurate and operating well. Palmer Paving did the installation and also filled the old wastewater trench for them.
Craig showed the Commission pictures of the newly installed Hospital Road Sewer Grinder which was installed in place the old comminutor. The Channel Monster runs 24 hours a day grinding solids to allow pumping. Our next step is to have lightning and surge protection installed to protect the control panel of the unit.
Mass Highway came out and adjusted the manhole frames on Route 32. One frame and two covers had to be replaced. Next time the road is repaved Craig would like to see all the frames and covers replaced as they are quite worn from the traffic of almost 30 years.
Water System ~ Update: D.L. Maher came out to look at the Palmer Road pump station and replaced the top bearing in the gear drive, however it didn’t correct the problem, Craig will be sure to take notice if it gets louder; the impellers were also adjusted.
Water Sewer Position: The Union Postings for a Labor have been retrieved, no Union Employee signed. The position will now be advertised in the paper. Interview process will begin thereafter.
NEW BUISINESS:
Delinquent Accounts: Regrettably there are several accounts which now face the Service Termination procedure. Certified letters will be sent tomorrow. Wednesday, August 29th has been set to be the termination date unless all past due amounts are paid. The Board of Health will receive a memo to be sure there are no health issues with any of the accounts. Postings on property will take place Thursday, August 23.
NEXT MEETING: The next meeting has been set for Wednesday, August 29th at 6:30 p.m.
ADJOURN: At 7:00 p.m., a motion was made by Marty and seconded by Doug to adjourn from open session to go into executive session for the purpose of discussing Ely Road Land and not return to open session. Motion passed unanimously.
