Open the Meeting: The meeting was called to order at 6:30 p.m.
Accept the Minutes: A motion was made by Doug and seconded by Marty to accept the meeting minutes of June 20, 2007. Motion passed unanimously.
OLD BUSINESS:
S.R.F. Project ~ Updates: Tata & Howard continues to work on the project. Sherman and Frydryk are working on Fern Hill/State Avenue survey. Craig discussed the poor condition of the existing drainage on State Ave. and wants to talk with John Morrell about how it can be addressed during the project. Craig wants to look at South Hadley’s SCADA telemetering system in the near future. To be ahead of the game, Craig also plans to talk with the Conservation Commission with regards to Request for Determinations for the projects.
Community Development Block Grant (C.D.B.G.): The Park Avenue project did not get approved. With the Town’s CDF2 classification, it has become hardly worth the effort, time and expense to apply for such grants.
Sewer System ~ Update: Installation of the Sewer Grinder will take place Tuesday and Wednesday of next week. Lagrant Electric has already been out to do the prep work. R. H. White will be out Tuesday to take the old comminutor out. The process is expected to take two days and will require manual management of the bar rack during downtime.
The Camera inspection company (Amethyst Environmental) came back out and continued from the Car Wash to Murray’s garage, down 800 ft. to Chestnut Street and off Cushman Field 900 ft. The conditions seemed to be about the same, many seeping and leaking concrete joints, 2 spots showed deteriorating pipe where patches were performed and are now falling off.
Monson Developmental Center has installed their new sewer meter and is waiting for start up calibration
Water System ~ Update: No new updates.
Water Sewer Maintenance Man: Of the few résumés received, none currently hold Massachusetts D-2 and T-1 Certifications required. One person signed the Union Employee Job Bid, however he also does not have the licenses and also possesses no experience. The Commission discussed what direction to head in next, it was agreed the department needs someone with good work ethics and is a team player. Craig plans to post the Labor position for Union Employees, and after the 7 day posting a classified ad will appear in the Journal. Discussion took place on the PW2 classification. It was agreed it is not justifiable to start a Union Employee who has no experience at the top step, just as someone coming to the department with no experience wouldn’t start at the top step
either. It is hoped some good candidates will come forward this time around.
NEXT MEETING: The next meeting has been set for Wednesday, August 1st at 6:30 p.m.
ADJOURN: At 7:10 p.m., a motion was made by Marty and seconded by Doug to adjourn from open session to go into executive session for the purpose of discussing Ely Road Land and not return to open session. Motion passed unanimously.
