Open the Meeting:  The meeting was called to order at 6:30 p.m.

Accept the Minutes:  A motion was made by Steve and seconded by Marty to accept the June 1, 2005 meeting minutes.  Motion passed unanimously.


OLD BUSINESS:
Bunyan Road Well Improvements ~ Update:  Project was moving along well, vault and piping are in, (not pressure tested yet).  Electrician was pulling cables to well/pumps and motors are set.  Mass Electric called with problem regarding the meter set up.  Craig is meeting a field technician at the site tomorrow to coordinate solution with electrician (Bruce O’Brien).  Craig spoke with Mike McGrath from the DEP last Thursday and told him we might not make the deadline; although the men on the job site feel confident they will.  In any event Mike will be posted on the status.  Mike will need to do a final inspection before wells can go online.  

Water Tank:  Don Tata from Tata & Howard (T&H) met with Craig today and reviewed a system map showing potential tank sites.  Don favors the Wales Road site at this time; however he will include recommendations in a report.  Craig will do some research with regards to the potential sites to check on land availability.  After the information is gathered, Craig will ask for a rough cost estimate.  
Discussion took place on the footprint of land required for the tank, which appears to be 1 acre as the tank does not need to be the size of the one on Ely Road.  

Hospital Road Reconstruction:  The expected start day is in July, Craig will be attending a Pre-Construction meeting Tuesday, June 28th.

Sump Pumps:     Craig had a chance to speak with Gerry from Palmer who has this covered in their Rules and Regulations also, Commercial Buildings have been separated, however they are not able to enforce for Residential.  Craig doesn’t feel it is possible to enforce this regulation because we cannot constantly monitor every basement, other then telling people no, and if it is noticed simply request it to be unhooked.  

Carpenter Road:  Craig asked the Commissioners if they had any additional thoughts about extending the 2” for a potential house hooking to it.  Marty suggested sticking to the Rules and Regulations which would have them extend the 8” that comes down to Heritage Lane and tap off from there, in an effort to reduce costs the neighbors could get together and work something out.  Doug feels that is reasonable to the neighbors if it is going past their house.  Steve agreed if it is in the Rules and Regulations, then we should stay with that and not risk complications later.

Sunsetview Campground:  Materials (two injector pumps) are in to meter the Campground.  The duplex pump system meters by the tenths of an hour, the plan is to read the hour meters every three months and bill based on tested gallons per minute of the pumps.  With regards to pressure testing the line and manholes, Craig suggested to Rob Carpenter to hold off until the Fall.  He will be installing the last man hole then, and it would be more cost effective for him to do it then.  The only equipment they are lacking at this time is a portable generator unit and transfer switch to run the pumps in the event of a power failure.  Craig feels it would be best to have that equipment in place before allowing them to hook sites to the sewer line.  A power failure now would result in a back up into their holding tank; the DEP has a new law in place for private pumping systems, which requires them to notify the DEP in the event of a backup.  The Commissioners agreed that before we allow sites to hook up the Sunsetview Campground should have back up power available

Palmer Road PURD Project (Quaboag Heights – PURD):  This project is at a stand still with the exception of parking of equipment and installation of silt fence until MassHighway approves permits.  Last Craig heard Mass Highway required an approved traffic plan and a storm water management plan to hook into the drainage system.  

OTHER BUSINESS:  
Bills:  Bill schedules have been prepared for the Tata and Howard bill to catch up as discussed, and another for Baystate Regional Contractors for payroll bill signed off by USDA.  

Bunyan Road Well Improvement Project Funding:  Craig explained to the Commissioners how the conventional financing terms appears to be what we want vs. USDA the loan offer.  He sent a letter to Len Shuzdak at USDA – Rural Development explaining that the Town of Monson was under the impression that the grant portion of the funding approved for Bunyan Rd. Well Improvement Project was not contingent upon us financing the loan portion of the funding through USDA.  Craig wants a formal answer from USDA before we make a final decision.

A motion was made by Marty and seconded by Steve to set the next meeting for Wednesday, July 7, 2005.  Motion passed unanimously.
