Town Office/Police Facility Building Committee
Monday, September 22, 2014 at 7:00 p.m.

Members present:  Kurt Kaiser and Peter Matrow co-chairs; David Beaudoin; Reed Coles; Jo Sauriol; Steve Lobik; Dorothy Whitaker
Members absent:  Charles Kus

Attendees:  Bill Gallagher, OPM, Daedlus; Dave King, Architect, Kaestle Boos; Deb Mahar, Town Accountant; Dan Laroche, Town Emergency Manager; Evan Brassard, Town Administrator
Kurt Kaiser called the meeting to order at 7:00 pm
NEW BUSINESS:
MOTION made by Peter Matrow to accept the September 8, 2014 meeting minutes as written. Motion seconded by David Beaudoin.  It was so VOTED.  
OPM UPDATE
Bill Gallagher presented Change Order #11 as follows:
Partial price for time/material wiring of Selectmen’s room for M-Pact data, power floor outlets                                                                                                        $ 1,829.90
Site Work for the sewer connection digging up and measuring the inverts          $ 1,357.13
Removal of additional dirt, different hauler used to same site to dispose of 89 tons      $33,989.08
Note - additional 300 to 400 yards tested today so could be one more $ amount
Manhole cost came in at less than anticipated                                            $  8,085.00
Total             $45,261.11.
MOTION made by Reed Coles to approve change order #11 in the amount of $45,261.11.  Peter Matrow seconded the motion and it was so voted.
ARCHITECT REPORT –
Dave King presented a change in the Front gable trims and provided mock up pictures of same in 2 views for each.  They are denoted as the north and south gables with the two views of each being denoted as south A &B and north A&B
MOTION by Steven Lobik to accept the North A and South B proposal.  David Beaudoin seconded the motion but vote was postponed till there is a price given.
Discussion on the configuration of the roofing material (imitation slate) and how it was put in place. Bill brought pictures of several views of the material in place. The discussion was put on hold until the next meeting.  Reed Coles will have another look and discussion with Dennis Swierad about this matter. Bill Gallagher suggested  the roofer attend the meeting to discuss this matter.

David  King presented a request by Police Chief to place a Blue Globe at the police station public entrance and supplied a to-scale picture of the request.  Discussion followed.  Steve Lobik noted a need for a directive on Main Street to allow citizens to locate the police facility.  Need the Chief’s opinion.  David will obtain pricing for the request so we can vote on it. Evan will contact the Chief.
Dedication plaque layout was again reviewed. Need for commas between the co-chair names and their title as well as the capitalization of the position of ex-officio as well as contacting John Goodrich for approval to have his name on the plaque. Bill Gallagher will contact him.
Deb Mahar, was asked to reconsider having her name placed on the plaque. Committee members expressed the valuable participant she has been in the process of the build. Again,  she respectfully declined to be recognized on the plaque.
Site Landscaping - Evan Brassard reported that the trees have now been tagged at the nursery and that the Landscaping has begun. The schedule of PDS is to have it completed on October 28th . Bill Gallagher trying to push them up to the 15th.
Out building - Meeting scheduled with the Insurance Company to discuss the placement and other issues.
Move in was discussed. The fencing will come down after the doors are placed on the Building. Although it will be close to November 4th, the last bodies will not be in place until the end of November.
Dave Beaudoin questioned the lighting of the street marquee on Main Street that is used to post public bills. The electricity came from the old building. This needs to be investigated and restored.
Completion date - Bill Gallagher noted that PDS has ramped up their efforts with a principal of the company on site and another assistant super.  He suspects it will be close and we will see real progress upon the next walk through in two weeks.
Evan Brassard reported that there are many pictures on the “New” town Facebook page which has been active for about one week.
ROUTINE BUSINESS:
Bills presented for payment:
Palmer Paving                   $     426.76

MOTION by Peter Matrow to authorize payment of bills in the total amount of $426.76. Jo Sauriol seconded the motion and the vote was passed.

NEXT COMMITTEE MEETING will be Monday, October 6, 2014 at 7:00 p.m. in the selectmen’s office with a site walk through at 6:15 p.m. prior to the meeting.

MOTION made by Jo Sauriol to adjourn the meeting.  Peter Matrow seconded the motion.   And it was so voted.
