Minutes of Meeting
Town Office Building/Police Facility Committee
Monday, June 17, 2013 at 7:00 p.m.

Members present: Kurt Kaiser and Peter Matrow, co-chairmen; Jo Sauriol; Reed Coles; David Beaudoin; Dorothy Whitaker
Members absent: Charles Kuss and Steve Lobik

Attendees:  Shane Nolan, Owner’s Project Manager; Gretchen Neggers, Town Administrator; Dan LaRoche, Disaster Manager;  Dave King, Architect, Kaestle Boos

Kurt Kaiser called the meeting to order at 7:00 p.m.
MOTION made by Reed Coles to accept the 5/20/13 meeting minutes, seconded by Dave Beaudoin. It was so VOTED.  Kurt Kaiser and Peter Matrow abstained from the vote.  
Architect Dave King, Kaestle Boos Update:
  • Vinyl planking for the hallways in both the Town Hall side (both floors) and Police Facility (upper floor)
  • porcelain tile (2 colors with lighter as outline) for the main floor entrance vestibule
  • Rubber flooring for police station lower floor
  • 2nd Add Alternate will be hallways 103 & 104 in porcelain.
MOTION made by Jo Sauriol to accept as 2nd add alternate the hallways in porcelain.  Peter Matrow seconded and it was so VOTED.
Windows were discussed, according to ADA specs one window in every office must be wheelchair accessible.  Fiberglass or aluminum windows.  Dan LaRoche stated that the windows do not need to be aluminum that the stretch code can be met in other ways.
The design of the patterning on the brick is still being worked on.
Leslie Duthie and Valerie Beaudoin of the Monson Tree Committee spoke to committee.
They are willing to furnish the trees and plants for the town hall/police facility.  They would like to change the architect’s suggested plantings along the walkway putting in bulbs and perennials instead of shrubs making it easier for snow removal.  They suggested alternating tree species around front, Armstrong Maple, Linden and Elm.   Also suggested a perennial garden in the saved space for the sallie port space.
Need a RFP for planting as the committee will furnish them but not plant the trees and plants.
MOTION by Dave Beaudoin for the Tree Committee to propose a planting plan.  Jo Sauriol seconded and it was so VOTED.

PARKING LOT, Roadway and trees were discussed.  It was discussed that John Morrell, Highway Superintendent does not want any of the curved barriers or trees in the parking lot.
Chief Steve Koslowski spoke up to state that he thinks the barriers/trees are necessary for the safety of people and cars. “In the interest of public safety” it needs to be there.  
Discussed omitting the curves as shown on the plan just line the trees up.
Dave Beaudoin suggested putting in conduit pipes for the eventuality of electric cars being charged in the lot.
MOTION made by Peter Matrow to approve the design development to date (6/14/13).  Dorothy Whitaker seconded and all voted in favor.
REPORT of Shane Nolan, OPM, Daedalus:
To the Tree Committee - The trees should be needed either in the spring or fall of 2014.
Demolition is almost done.  “The guys” will begin their borings the middle of next week.  
BILLS:  The following bill was submitted for payment:
        Kaestle Boos Associates, Inc. contractual payment     $90,000.00
        
A MOTION was made by Dave Beaudoin to authorize payment for $90,000.00 for the bill.  Peter Matrow seconded the motion and it was so VOTED.
Gretchen announced that there were about 250 bricks, available one per person for a limited time.
Next meetings - July 8, 2013 at 7:00 pm and July 22, 2013 at 7:00 pm – as these are important meetings and we need a quorum for a vote, if members are not available please notify us in advance.

MOTION made by Jo Sauriol to adjourn the meeting. David Beaudoin seconded and it was so voted.
