Town Office Building/Police Facility Committee
Monday, February 25, 2013 at 6:00 p.m.
Members present: John Goodrich, II and Kurt Kaiser, co-chairmen; Reed Coles; David Beaudoin; Peter Matrow and Jo Sauriol
Members absent: Charles Kuss, Steve Lobik and Dorothy Whittaker
Attendees: Shane Nolan, Owner’s Project Manager; David King, Architect; Deb Mahar, Finance Director; Gretchen Neggers, Town Administrator, Dan LaRoche, Disaster Manager and Police Chief Steve Kozloski
John Goodrich called the meeting to order at 6:00 pm
MOTION made by Reed Coles to accept the 2/04/13 meeting minutes, seconded by Peter Matrow. Kurt Kaiser abstained. It was so VOTED.
Architect David King had the revised set of preliminary plans for committee to review, having eliminated a portion of the excess square footage. Discussion between committee members and other attendees over space required for meeting rooms and where to cut additional square footage.
Police Chief Kozloski spoke about the impact the square footage cutbacks could make and of the importance to him of the sally port, the lockup and the EOC meeting room. The police department’s storage needs were discussed. High density storage was mentioned.
John Goodrich suggested that an invitation should be extended to the Park & Rec Dept. to discuss the building/rebuilding of the storage building.
The next meeting on March 4, 2013 at 6:00 pm Dave King will have the revised plans for the committee to review.
Report from Shane Nolan:
- The bids for the demolition are due Friday, March 1, 2013.
- There were fifteen contractors present for the walk through so that there should be some competitive bids received.
- Within the next week the Request for Proposals will be sent out to three companies for mechanical and electrical systems oversight. They will be doing a design review, the commissioning and will have a warranty period of 12 months. This includes water heaters, air conditioning and lighting. They do a full functional test.
- Work continues on the transfer of the electrical from the old town offices.

The special town meeting will be March 11, 2013 for the change in zoning from residential village to center commercial. There is a selectmen’s meeting on March 12, 2013 at which time the committee plans to release some schematics to the board.
John Goodrich reported that Doug Farmer Turley will be doing on update on the committee’s progress. Committee hopes that pictures of the revised exterior of the building can be ready to be released. Architect Dave King agreed that a “conceptual drawing” will be available soon.
Shane Nolan spoke of a process of prequalifying the general contractor.
BILLS:
MOTION was made by Peter Matrow to authorize payment for $5,000.00 to Daedalus Projects, Inc. for contract services and $419.29 to Andrew Johnson Co Inc. for preparation and printing of bid packets for the demolition . Jo Sauriol seconded the motion and it was so voted.
The next meeting will be Monday March 4, 2013 at 6:00 p.m.
MOTION made by Kurt Kaiser to adjourn the meeting. Jo Sauriol seconded and it was so voted.
